This is a combined synopsis/solicitation for commercial services. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Howard. Provide all services required to move and operate the New York City sludge barge Udall's Cove. These services to include: towing/tug service, pilot services, and personnel to operate the Udall's Cove. These services are required during Fleet Week 1999 to support CHT removal/collection and proper disposal of CHT from the USS Wasp. The USS Wasp ship will generate approximately 350,000 gallons. The ship must have constant hookup, with the exception of three hours maximum absence in any 24 hour period. The ship uses four (4) inch quick disconnect (camlock) fittings for CHT removal connections. The contractor shall meet all required licensing requirements for the disposal of the waste and shall provide the Navy a manifest for the waste removed. The Contractor shall provide CHT hoses for off loading the Udall's Cove and assist the DEP with the off loading. The Wasp will be moored at the ITO pier 88N from approximately 1600 on 26 May 1999 through approximately 0700 on 2 June 1999.
