jallen@email.usps.gov. The U.S. Postal Service is seeking a qualified
contractor to implement approved site improvements at it's William F.
Bolger Center for Leadership Development located in Potomac, MD. Bolger
Center campus improvements include entrance drives, internal
circulation, parking, loading, sidewalk, plaza, landscape, signage,
lighting, drainage systems, and utilities within this established
83-acre campus in Montgomery County, MD. Project scope primarily
includes a staged construction program for new internal campus road
alignments, approximately 400 parking spaces, upgraded USPS handicap
access standards outdoor walkway systems, site landscape improvements,
and on-site stormwater management facilities to serve this national
training center. Construction cost is estimated to be between $800,000
and $1,500,000. Project construction staging will provide continued
access to all existing campus facilities throughout the construction
period. Construction coordination shall locate and protect related
existing below grade utility systems that presently serve 440,000
square feet of existing building floor area. Stormwater management plan
permitting through the State of Maryland shall be completed prior to
the start of the construction activity. To be considered, the primary
contractor must have a minimum of ten years of demonstrated civil and
landscape project experience of similar or greater extent. All
subcontractors utilized by the primary contractor shall have a minimum
of five years experience within their appropriate trades. The primary
contractor must have completed multiple projects within the last five
years; which are at least equal in dollar value and scope to this
project. A list of similar projects, dollar volume, scope, contact
name, and contract number must be provided by the primary contractor.
Contractors will be evaluated based on the following criteria listed in
order of importance: Experience; Past Performance; Cost; Organization;
Responsibility Verification and Backlog; Project Management;
Construction Phase; Schedule; Safety Program; and Financial
Information. Only the most highly qualified, financially capable
contractors will be considered, and contract award will go to the
contractor that provides the Postal Service the best value. All

due on May 21, 1999, at 11:00 a.m., and should be delivered to USPS, HQ
Facility Services, Rm 1P100, 475 L'Enfant Pl, Washington, DC
20260-6440, to Jim Allen's attention. It is prohibited to pay any fee,
commission, percentage, or brokerage fee to any person or firm
contingent upon or resulting from award of a contract for this project.
