SOLICITATION NOTICE. Building Upgrade of James C. Cleveland Federal
Building, Concord, NH, 11,679 gross square meter_s, five story
reinforced concrete building with one basement level. The work includes
but is not limited to: demolition of existing systems; removal of
asbestos containing materials; replacement/restoration/supplementation
of HVAC systems; addition of an Energy Management System; renovation
of toilet rooms; addition of a sprinkler system; replacement of fire
alarm system; modernization of power and lighting systems; elevator
modernization; meeting current accessibility standards; seismic
reinforcement of specific building elements; renovations of lobbies and
courtrooms (high quality millwork); and new finishes and space
realignment for tenants. The project will be phased to accommodate a
partial occupancy by the government during construction, with
disruptive work being performed after normal business hours. The
project is designed in metric units. The estimated cost range is
between $5,000,000 and $10,000,000. SIC for this project is 1542 with
a business size standard of $17 Mil. This procurement is open to both
small and large businesses in accordance with the Small Business
Demonstration Program. This procurement is being made in accordance
with Two-Step Sealed Bidding procedures. Step One to be issued on or
about 05/07/99 consists of submission of a technical proposal to
determine acceptability of qualifications offered. Technical proposals
shall include the offerors experience and reputation in carrying out
similar work. The evaluation criteria will be based on (1) Experience
and Past Performance on Similar Projects; (2) Qualifications of Key
Personnel; and (3) Management Plan. No pricing is involved. Estimated
closing date for Step One is o/a 06/08/99. All offerors meeting the
technical qualifications will be allowed to proceed to Step Two, the
submission of sealed priced bids. The solicitation will be posted on
the World Wide Web at http://www.eps.gov. There will be no paper copies
ofthe solicitation available through this office. Offerors may obtain
a copy of the solicitation through the Web. It is the offeror_s
responsibility to monitor this site for the release of the IFB and
amendments (if any) and the bidder is responsible for downloading their
own copy of the IFB and any amendments. Any prospective offers
