synopsis/solicitation for purchase of a dumptruck with front end loader
in accordance with the format in FAR Subpart 12.6 and supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation; offers are being requested and a
written solicitation will not be issued. The solicitation number is
RFQ-R5-99-13.The solicitation is issued as a Request for Quotes (RFQ).
The solicitation document and incorporated provisions and clauses are
those in effect through Federal Acquisition Circular 97-10. This
procurement is a small business set-aside. The SIC Code applicable to
this RFQ is 3531. The small business size standard is 750 employees.
The U.S. Forest Service proposes to procure a Self-loading Dump truck
to be used in general road maintenance. Travel over roads ranging from
highways to unimproved Forest roads which are native or paved surface,
characterized by steep grades, short radius turns, drainage dips, and
rough surfaces. These reduced road standards will subject the vehicle
to more than the normal amount of frame torsional twists, bending and
dynamic shocks. Expected service life of equipment is 14 years. All
components and material to be used shall be new and unused. The
Government will consider offers that propose to furnish items that
exceed these specifications. ITEM 001: International 4900, 4 X 2 or
equal. Vehicle Chassis to be a minimum 35,000 lb GVW of current year
production. Sized to accept an approximate 5 yard Dump Body and Front
End Loader. Engine: 250hp, 660 ft lb Torque @ 1450 RPM, Max. Governed
2400 RPM; Electronic Controlled; Cruise Control; California Emissions
Standards; Throttle, Hand Control for PTO; Road Speed Governor with 62
MPH default; Engine Brake (Jacobs) or equal; Air Compressor minimum
13.5 CFM; Minimum 100 amp Alternator; Heaviest available cooling system
to be provided. Front Axle: 12,000 lb capacity; Front Suspension:
12,000 lb Capacity Springs; Heavy Duty Shock Absorbers; Rear Axle:
Single Reduction, 23,000 lb Capacity w/190 Wheel Ends, Gear Ratio 5.36;
Rear Suspension: Single Vari-Rate Springs, 23,500 lb Capacity; Rear
Auxiliary Multi-leaf springs 4,500 lb Capacity; Heavy Duty Shock
Absorbers; Brakes: Heavy Duty Air Dual System w/ABS; Transmission:
Allison MD3560P 5 speed Automatic; Wide Ratio, with PTO Gear, less
Retarder or equal. Cab: Conventional w/fiberglass tilt, low profile,
forward sloping hood; Line of sit to ground shall be 20 feet or less;
Drivers Air Suspension Seat, Fixed Passenger; 85 Gallon step fuel tank;
air conditioning; Full Gauge instrumentation; AM/FM Radio; Frame Rails
and Extensions: Minimum 110,000 PSI minimum Yield. With Reinforcement.
Tires: 7 Tires and wheels; Headlights to illuminate over the loader
bucket in travel position or install two additional 4 inch work lights;
Two front tow hooks ; Mud flaps, without advertisement to be provided
at rear of front fender and in front and rear of rear tires. ITEM 002:
Dump Body -- Heil model 1721, or equal. Sized to approximate 5 cubic
yard capacity, of Heavy Duty design, minimum 10 gauge mild steel with
3/16" mild steel floor to fit vehicle chassis. Body cross-refers on
maximum 16" centers. Three (3) vertical side braces on each side in
addition to the corner posts. A Double acting tailgate with spreader
chain. Lower Tailgate hinge to have locking hook below pivot to prevent
tailgate from falling off when disengaged from upper hinge. 8 inch
tapered rub rail on both sides; Side height 21 inches; Height of
bulkhead and tailgate 30 inches; Tailgate air actuated. Safety
equipment to meet all Federal Safety Standards; Bed up warning light;
Grab handles mounted to bottom of tailgate; Tailgate metering chain
hooks mounted to bottom of tailgate. Shoveling Apron mounted at the
rear of the vehicle by tube and pin type construction. Shoveling apron
constructed with a folding type bottom to allow material to bypass
freely. In position, part of the load may be dumped into the apron.
Shoveling Apron full dump body width with a 1/ 2 cubic yard capacity,
of 3/16' HR material and be removable by four (4) bolts or socket type
mounting system. Shoveling apron no more than 24 inches at the highest
point measured from level ground. ITEM 003: The Front Loader shall meet
the following requirements: Shovel, scoop type with Clam, mounted on
two side arms; Capacity: 3/4 cubic yards; Width: 92 inch minimum;
Blade: 3/4" X 8" with 5/8" bolt holes on 4" centers, Carbide
impregnated, mounted with 5/8 inch plow bolts; Cutting Edge: Shovel
sides 1/2 inch X 6 inch plow steel. Shovel sides allow operator to load
directly against curb. Back of shovel allows the operator to have down
pressure on the shovel and also back drag material; Side Arms straight
type with box girder type construction; Clearance: Minimum inside 92
inches; Side arms removable without having to remove complete loader;
Arms bolted to a solid cross shaft, equalizing load pressure; Side arms
pivot on a point immediately behind the truck cab and below the truck
frame and be supported by the truck frame or by aseparate frame; Arms
shall not interfere with the truck door opening in either the loading
or traveling position. Loader Mechanism incorporate one 8 inch double
acting hydraulic cylinder powered through a linkage system by means of
a hydraulic pump that is driven from the truck transmission power
takeoff. Hydraulic cylinder, chrome finished shaft and dirt wiper
seals; Loader mechanism shall not be mounted lower than any point on
the truck chassis; Operating cycle: 15 seconds; Hydraulic tank
capacity: 16 gallon minimum with return line filter; Controls, Cab
mounted, readily accessible to operator from drivers seat; Loader able
to load dump body uniformly without having to shift material to rear
by raising the body; Safety switch installed so that when the power
take-off is engaged, opening the truck doors will disengage the PTO,
disabling loader and dump body. Loader mechanism shall not exceed 2,300
lbs; Loader mechanism shall be able to lift, safely, a maximum load of
3,000 lbs. Power take-off of a continuous duty type. Hoist of a Class
40, Double acting type. Minimum 7 inch cylinder diameter with a 20
inch piston stroke. Dumping Angle 50 degrees. Operating mechanism
Hydraulic underbody, double arm type with the cylinder and arm
mechanism mounted in a steel sub-frame. (The Allison Transmission is
mandatory). All the above specifications are considered mandatory and
must be met by an offeror's product in order for the product to be
considered. Failure to meet any of the above specifications will
eliminate that particular product from further consideration. DELIVERY
REQUIREMENTS: The truck shall be delivered August 13, 1999, fully
assembled to Sierra National Forest, Fleet Management, 57003 Road 225,
North Fork, CA. 93643. Contractor to provide best delivery schedule.
The Government's minimum delivery schedule is 45 days of ARO. The
Government will do an in progress inspection at manufacturing site and
a final inspection at the delivery point. DESCRIPTIVE LITERATURE:
Contractor to provide descriptive literature ofproposed make and model
to be furnished in accordance with FAR Clause 52.212-1 "Instructions
to Offerors -- Commercial Items" section b(4). Failure of an offeror to
submit descriptive literature for a proposed "or equal" product will
result in that product being rejected from further consideration.
Further, descriptive literature which fails to show that the proposed
product(s) complies with the requirements stated above will result in
the rejection of that product(s). EVALUATION INFORMATION: The
Government will award a contract resulting from this solicitation to
the responsible offeror whose quote conforms to the solicitation and
will be most advantageous to the Government. Quotes in response to this
solicitation will be evaluated using the following factors in
descending order: (i) technical performance of equipment, (ii) price,
(iii) availability of parts, and (iv) past performance of contractor.
Technical performance is more important than price. Contractor will
provide information on technical performance, their past performance
and the availability of parts. Contractor must meet all the
requirements detailed within this solicitation. Proposal Preparation
Instructions: The provision at 52.212-1, Instructions to Offerors --
Commercial Items, applies to this acquisition. Offerors shall provide
a firm fixed-price for Quantity of One (1) Self-loading Dump truck,
fully assembled; Shipping charges, if any, must be added as a separate
line item. Successful contractor must meet all the responsibility
requirements of Subpart 9.1 of the Federal Acquisition Regulation
(FAR). A written notice of award or acceptance of offer, mailed or
otherwise furnished to the successful offeror, shall result in a
binding contract without further action by either party. Offerors are
to include a completed copy of the provision at 52.212-3, Offeror
Representations and Certifications-Commercial Items, with their
