Information Agency intends to award a sole-source contract to Broadcast
Information Technology Services, Inc. (BITS), pursuant to the authority
of FAR Subpart 6.302-1, 4l USC 253 (C)(1), which permits other than
full and open competition when only one responsible source and no other
supplies or services will satisfy Agency requirements. The
International Broadcast Bureau (IBB) Network Control Center (NCC),
requires the acquisition of a Digital Signal Processor (DSP) configured
as a 350 X 500 non matrix digital core switcher with the ability to
reassign AES/EBU left and right channels. The DSP must be expandable to
750 X 750 input/output without shutting the unit down, must make at a
minimum 40 switches within 1 second, and must have a software program
application which includes real-time and background programs which
support the DSP requirements. The software must allow for industry
standard software user programs to attach to the DSP data structures
and files for I/O manipulation. Due to the urgent and extreme nature of
the procurement, delivery must be made within 30 days of receipt of
