NASA/KSC plans to issue a Request for Quotation (RFQ) for the procurement of Razor CM and IssueWeaver maintenance agreement for 1 site license and 5 additional license managers. The present agreement expires on May 31, 1999. The renewed agreement includes unlimited phone and email support, product upgrades, and maintenance releases. The period of performance is 2 years from issuance date (through March of 2001). This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/KSC intends to purchase the items from Tower Concepts, Inc., 248 Main Street, Oneida, NY 13421. As the present agreement holder of Razor CM and IssueWeaver maintenance, Tower Concepts, Inc. is the only source that can satisfy NASA requirements, 10 U.S.C. 2304(c)(1). Interested firms have until April 26, 1999, to submit in writing to the identified point of contact, their qualifications/capabilities. Such qualifications/capabilities will be used solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. Responses received after April 26, 1999, or without the required information will be considered nonresponsive to the synopsis and will not be considered. A determination by the Government to not compete this proposed effort on a full and open competitive basis, based upon responses to this notice is solely within the discretion of the Government.
