Naval Research (ONR) seeks to identify sources for the potential
issuance of a Request for Proposal (RFP) to provide parts,
technologies, procedures, concepts, systems, alternative materials, or
devices to provide guidance, navigation and control of artillery
launched projectile systems utilizing the Global Positioning System
(GPS) and Inertial Navigation Systems (INS) for existing and future
medium and large caliber munitions for the Armed Forces. Particular
interest is noted for systems which can provide improved GPS/INS guided
accuracy and Anti-Jam capabilities within the generic NATO screw in
artillery fuze volume (as described in MIL-STD-333B and STANAG 2916),
or in general, less than 9 cubic inches of volume. Guidance systems
solutions are sought for both conventional spinning and non-spinning
munitions, and rocket assisted projectiles (RAP). Potential offerors
are requested to respond with technical documentation supporting the
system, devices, technology, concept, or alternative materials. The
proposed solution must demonstrate the ability to guide and control
munitions similar to the existing or planned projectile systems for
both Navy and Army artillery systems. Particular interest is noted in
Commercial-Off-The-Shelf (COTS) technology components that are
supported by commercial production base and are quickly and
inexpensively, qualified for the high acceleration loading seen in
current and planned artillery munitions systems. Information provided
should include, but not be limited to, the following: Item description
and technology used, current commercial or military applications,
production and/or current Unit Cost, item production rate capability,
physical size, physical characteristics, GPS component accuracy in
meters, INS guidance performance characteristics (e.g. Drift in Degrees
per second and per degree of temperature rise), total and/or individual
component weight, maintenance requirements, operational requirements,
power consumption per minute of operation, commercial/military
interfaces supported, and equipment performance and testing results.
Technical, industry, or professional society certifications or
endorsements should be provided, if available. This synopsis is for
informational purposes only to identify potential technologies and
offerors. This sources sought announcement does not constitute an RFP
and does not obligate the government in any way to purchase or test any
of the potential solutions offered. Further, it does not commit the
