AN/FPS-117 Radar System for a Period of 3 years utilizing a Time &
Materials contract. Engineering Services requested under this
solicitation shall be provided IAW specifications, standards, and other
publications identified in the statement of work and shall consist of,
but limited to, system engineering evaluations, hardware design and
redesign, including firmware, and logistic cost estimates regarding
system wide inplementation of proposed equipment changes. The
contractor shall perform investigations to define the cause of
AN/FPS-117 service deficiencies. These investigations shall include
system, subsystem and component testing required to identify thecause
of the deficiency. The contractor shall document the findings of the
investigations in an engineering report. The contractor shall furnish
engineering and technical personnel necessary to perform the specified
services. The contractor engineering manpower shall include but not be
limited to the following engineeringdisciplines. A. general
electronicscircuit design and analysis. B. Logic circuit design and
analysis. C. Analog circuit design and analysis. D. System design and
analysis. E. RF & IF circuit design and analysis. F. Communication and
data processing. G. Testing. Work will be performed at the
contractor's facility, radar sites in Alaska, Hawaii, Puerto Rico,
Germany, Canada, Iceland and the SM-ALC Log Set, or at such other
locations as the Government shall designate. Proprietary Lockheed
Martin Corp. data is needed for the performance of these Engineering
Services. The approximate issue/response date will be 12 MAY 1999.
Written procedure will be used for this solicitation. To: Lockheed
Martin Corp, Syracuse Ny 13221-4840. No telephone requests. Only
written or faxed requests received directly from the requestor are
acceptable. All responsible sources solicited may submit a bid,
proposal, or quotation which shall be considered. Authority: 10 U.S.C.
2304(C)(1), Justification: Supplies (or Services) requiredare
available from only one or a limited number of responsible source(s)
and no other type of supplies or services will satisfy agency
requirements. The proposed contract action is for supplies and services
for which the Government intends to solicit and negotiate with only one
source under the authority of FAR 6.202. This notice of intent is not
a request for competitive proposals. however, all proposal received
within twenty (20 days) after the date of publication of this synopsis
will be considered by the Government. A Determination by the
Government not to compete this proposed contract based upon responses
to this notice is solely within the discretion of the Government.
Information received will normally be considered solely for the purpose
of determining whether to conduct a competitive procurement. It is
suggested that small business firms or others interested in
subcontracting opportunities in connection with the described
procurement make contact with the firm(s) listed. Security clearance
will be required of all bidders offerors. Specifications, plans, or
drawings relating to the procurement described are incomplete or not
available and cannot be furnished by the Government. An Ombudsman has
been appointed to hear concerns from offerors or potential offerors
during the proposal development phase of this acquisition. The purpose
of the Ombudsman is not to diminish the authority of the program
director or contracting officer, but to communicate contractor
concerns, issues, disagreements, and recommendations to the appropriate
Government personnel. When requested, the Ombudsman will maintain
strict confidentiality as to the source of the concern. The Ombudsman
does not participate in the evaluation of proposals or in the source
selection process. Interested parties are invited to call the
