COMMERCE BUSINESS DAILY ISSUE OF APRIL 26,1999 PSA#2332U.S. Information Agency, International Broadcasting Bureau, Office of
Personnel and Administration, Contracts and Procurement Division,
B/PA/AC, Room 1645, 330 Independence Ave., S.W., Washington, DC 20547 B -- AUDIENCE SURVEY IN ETHIOPIA SOL B/PA-99-13 DUE 052899 POC Contact
Point/Contracting Officer: Lorraine Mullen, Telephone (202)260-2933;
Facsimile: (202) 205-1921. The U.S. Information Agency's International
Broadcasting Bureau (USIA/IBB), Contracts and Procurement Division
(B/PA/AC), has a requirement, subject to the availability of funds, for
a contractor to provide: (1) quantitative data on the size,
composition, and media habits of the audience for Voice of America
(VOA) broadcasts in Ethiopia; and (2) qualitative evaluations of VOA
broadcasts by listeners in Ethiopia. The USIA/IBB anticipates awarding
a firm-fixed price contract (purchase order), utilizing Simplified
Acquisition Procedures, as specified in the Federal Acquisition
Regulation (FAR), Part 13, to the responsible quoter (offeror) whose
price quotation conforming to a forthcoming RFQ is most advantageous to
the USIA/IBB, based on the quoter's: (a) Technical
Capabilities/Experience in conducting audience surveys and focus
groups; and (b) Price Quotation. Of these two selection criteria, the
Technical Capabilities/Experience criterion is significantly dominant
over the Price criterion. Request for Quotation (RFQ) No. B/PA-99-13 is
scheduled for release by B/PA/AC on April 29, 1999. Responses to this
forthcoming RFQ (i.e. Technical Capabilities/Experience information,
and Price quotation) are due to B/PA/AC by the close of business (5
p.m. EST), May 28, 1999. Firms interested in receiving a copy of the
RFQ must request such receipt in writing to the Contracting Officer,
Lorraine Mullen, via facsimile at (202) 205-1921 or E-mail at
lfmullen@ibb.gov. All written requests for copies of the RFQ must be
received by April 28, 1999; and such requests shall include the RFQ
number, the requestor's company name, mailing address, telephone
number, and facsimile number. No telephone requests for this RFQ will
be accepted by B/PA/AC. The Contracting Officer has found and
determined that this proposed work is appropriate for an "unrestricted"
procurement, pursuant to FAR Subpart 19.502 (Setting Aside
Acquisitions). All responsible sources may request a copy of the
forthcoming RFQ upon its release by USIA/IBB. This Notice is not an
IFB, RFP or RFQ. Posted 04/22/99 (W-SN323121). (0112) Loren Data Corp. http://www.ld.com (SYN# 0017 19990426\B-0006.SOL)
