shall perform Closing Package, Valuation/Mortgage Credit Tecchnical
Reviews on an as needed basis for the Santa Ana HUD Homeownership
Center (HOC). The contractor must be a licensed Appraiser in the state
where they are physically reviewing the work. The contractor shall
perform a detailed post endorsement review of the closing
documents/package, appraisals and loan packages of select DE (Direct
Endordement) cases, to determin the accuracy and quality of the closing
documents, the appraisal and mortgage credit
documentation/underwriting. The contractor shall be responsible for
making the necessary arrangement for pick-up and delivery of the cases
selected for review. The contractor shall evaluate and rate the work
performed by the Appraiser and DE Underwriter, by reviewing the case
binders submitted to the HOC. The evaluation and rating shall be in
accordance with the current U.S. Departmrnt of Housing and Urban
development (HUD) Handbooks, Mortgage Letters. Single Family Housing
Division Circular letters and other pertinent written policy
communications. The review shjall include an evaluation of the
architectual and engineering documents and all closing, appraisal and
