R -- MORALE SURVEY SOL N62645-99-Q-1011 DUE 042999 POC Anna Marie Linton, Contract Specialist, 301 619-2335; Laurie Gembe, Contracting Officer, 301 619-3024 Naval Medical Logistics Command has a follow-on requirement for services for surveying the morale in the Navy Medical Department. The Navy intends to negotiate with SPSS as the only one responsible source. Procurement of these services on an other than full and open competition basis is anticipated from SPSS. This notice is not a request for competitive proposals. The survey will provide scientific, technical and professional support to on-going Navy Medical Strategic Goals. All statistical syntax (code) will be provided in the format written by SPSS as used in the prior year's survey. All hand-written comments from the survey will be organized into semantic categories via Smart Text software. This procurement will be in accordance with FAR 6. Services to complete this requirement include printing the questionnaire, mailing the questionnaire and reminder to 16,500 randomly selected Officers and Enlisted personnel, providing postage paid return envelopes, inputting questionnaire responses into Smart Text database, conducting content analysis of returned questionnaires, and providing the data to the BUMED research team for analysis.
