COMMERCE BUSINESS DAILY ISSUE OF APRIL 26,1999 PSA#2332LICENSE AGREEMENT FOR A COMPUTER-BASED TOOL AND DATABASE FOR EVALUATING
MUNICIPAL SOLID WASTE DISPOSAL OPTIONS The Research Triangle Institute
(RTI) intends to negotiate a license with a party, or parties, that
demonstrates a satisfactory capability to finance, develop, market,
distribute, and maintain commercial versions of computer tools. These
tools include a computer-based decision support tool and database
designed to assist state and local governments in evaluating the cost
and environmental tradeoffs associated with different integrated
municipal solid waste (MSW) management strategies. These
state-of-the-art tools represent the most comprehensive attempt to date
to take an overall systems approach to MSW management and have created
much enthusiasm and support from local government and other project
stakeholders. Our primary goal and interest is to see the tool and
database successfully commercialized and made widely available at a
reasonable cost to State and local solid waste planners and other
potential users. The decision support tool and database are products of
research being conducted by RTI in cooperation with, and through
funding from, the U.S. Environmental Protection Agency (EPA) and the
U.S. Dept. of Energy (DOE). The goal of the research project is to
provide information and tools to support state and local governments in
evaluatiang the costs and environmental tradeoffs associated with
alternative integrated MSW management strategies. Interested parties
should prepare a business plan detailing the development, marketing,
distribution, and maintenance of the database and/or the decision
support tool. The business plan must be received by RTI no later than
6/15/99. The requirements for the business plan are available from RTI.
Information packages are also available upon request. Demonstrations of
the database and tool will be provided upon request and conducted on an
appointment basis with interested parties. Each party responding to
this notice shall bear their own expenses associated with their
submission of a business plan. Neither RTI, EPA nor DOE will reimburse
