COMMERCE BUSINESS DAILY ISSUE OF APRIL 26,1999 PSA#2332ADVANCE NOTICE OF POTENTIAL PROCUREMENT ACTION The purpose of this
notice is to inform the contracting community of a potential
construction project to be awarded pending approval of various
environmental documents, including a Record of Decision (ROD). Upon
confirmation of all required approvals, a formal solicitation will be
issued under RFP N68711-98-R-5408, seeking sources to construct the
following: CVN Berthing Wharf (concrete structure, portal crane track,
civil/mechanical services, electrical services, fendering and
appurtenances); CVN Warehouse (single story steel frame, steel
stud/stucco walls, mechanical/electrical systems, various architectural
and finish items); Laydown Building (pre-engineered steel building
concrete block masonry curb walls, mechanical/electrical systems,
various architectural and finish items); Special Construction (rock
dike, dredge spoil fill, earthfill, soils densification and floating
dock); Civil/Mechanical Utilities (potable water, steam, condensate
return, sanitary sewer, oily waste, lift stations, aviation fuel,
compressed air, saltwater); Electrical Utilities (power distribution,
substations, area lighting, fire alarm, telephone and switch building);
Paving and Site Work (asphalt concrete paving, storm drainage and
miscellaneous); Demolition (demolish/remove Pier J/K and
miscellaneous); Dredging (dike foundation, berthing/approach, dike fill
and disposal); Environmental Mitigation (excavate/haul/disposal and
rock revetment); Enhancement Area (shallow/intertidal habitat) and
incidental related work. THE PROJECT IS DESIGNED AS SOFT METRIC.
Barging of piles, rock, demolition debris, etc. is required to mitigate
vehicle traffic through the City of Coronado. The work, upon
confirmation of all required approvals and permits, will be located at
the Naval Air Station, North Island, San Diego, California. The
estimated cost is in excess of $10 million. This will be a Firm Fixed
Price contract to be awarded through formal Source Selection RFP
procedures to the offeror determined to have submitted the most
advantageous and best value proposal to the Government after evaluation
against the following criteria: (1) Price, (2) Technical Expertise, and
(3) Past Performance. The aforementioned criteria are general
categories only, and could be comprised of multiple subfactors. The
definitive Source Selection evaluation criteria will be in
Specification Section 00202 of the electronic solicitation package.
THIS SOLICITATION WILL BE AN ELECTRONIC SOLICITATION, AND NO PAPER
COPIES WILL BE PRODUCED. Estimated date of release of the electronic
solicitation package at www.efdswest.navfac.navy.mil is 31 August 1999,
pending confirmation of all required approvals. The contract
performance period will be 730 calendar dats. The project is
unrestricted and proposal will be accepted from all responsible
sources. The Standard Industrial Code is 1629 and the annual size
standard is $17 million. Written requests for additional information

be funded as a single authorization multiple appropriations project,
with the total award amount funded across two or more Government fiscal
