TO FORMULATE AND CONDUCT PUBLIC OUTRACH PROGRAM SUBJECT: To Formulate and Conduct Public Outreach Program DESC: The U.S. Department of Energy's Federal Energy Technology Center (FETC), Pittsburgh, PA intends to award a purchase order on a sole-source basis to the Pacific International Center for High Technology Research (PICHTR), Honolulu, Hawaii to plan and implement a Public Outreach (PO) Program to be conducted in tandem with an international experiment on CO2 ocean sequestration. The objective of the project is to investigate the technical feasibility of, and improve the understanding of the environmental impacts of CO2 ocean sequestration through conducting an international field experiment on CO2 sequestration. This purchase order is being issued to the Pacific International Center for High Technology Research because they are the only organization located in the state of Hawaii which has the required technical and communication skills, and which will satisfy all Japanese contractual and funding requirements. This request is considered to be sole source to Pacific International Center for High Technology Research. Therefore, no solicitation will result from this announcement.
