procurement to Gordon Research Center for a conference to be held at
New England College, in Henniker, New Hampshire on June 27 -- July 2,
1999. This conference is being organized under the auspices of the
Gordon Research Conferences. The conference will emphasize the use of
low-gravity environments to isolate and investigate processes that are
otherwise obscured by gravitational effects; and to produce conditions
suitable for measurement of physical properties and fundamental
constants that are not possible under normal terrestrial conditions.
The statutory authority for this sole-source action 10 U.S.C.2304(c)(1)
-- Only One Responsible Source. Gordan Research Center is a uniquely
qualified which constitues the major domestic forum for discussion of
microgravity research and have a full and well-balanced scientific
program. The proposed project is a conference which constitutes the
major domestic forum for discussion of microgravity research results in
1999,and appears to have a full and well-balanced scientific program.
The subject of the proposed conference is microgravity research, a
subject of unique and specific interest to NASA. The objective of the
conference is to disseminate research results and to stimulate concepts
for new space research, the proposal has very clear and direct
programmatic relevance to NASA's mission. Gordon Research conference is
highly respected for its accomplishments in research and have
substantial experience in the organization of scientific conferences.
This procurement is being conducted under the Simplified Acquisition
Procedures (SAP). The Government does not intend to acquire a
commercial item using FAR Part 12. See Note 26. Interested firms have
until May 13, 1999, to submit in writing to the identified point of
contact, their qualifications/capabilities. Such
qualifications/capabilities will be used solely for the purpose of
determining whether or not to conduct this procurement on a competitive
basis. Responses receivedafter the May 13, 1999, without the required
information will be considered nonresponsive to the synopsis and will
not be considered. A determination by the Government to not compete
this proposed effort on a full and open competitive basis, based upon
responses to this notice is solely within the discretion of the
Government. Oral communications are not acceptable in response to this
