Buyson The scope of work includes the design-build construction of a
4,315-kiloliter potable water storage tank and supporting water
distribution systems. The tank is to provide a 3-day emergency supply
of potable water in the event the primary supply from the City of San
Diego is interrupted at the Naval Medical Center, adjacent to Balboa
Park. The intent is to provide a design and construction services for
the potable water storage tank with reinforced concrete foundation,
connecting pipelines furnished with an altitude valve, a surge relief
system, a hydraulic pressure sustaining control valve system, an
automatic pressure controlled pump station, electrical and incidental
related work, complete and ready for use. -- Contract duration is 270
calendar days. -- This is a best value procurement. The contract is to
be awarded to the responsible offeror who submits the proposal
considered most advantageous to the Government considering "Life Cycle
Cost Analysis", "Site Utilization Sensitivity", Technical Knowledge",
"Past Performance", and "Price". The following evaluation criteria has
been established: Factor 1 (Life Cycle Cost Analysis), Factor 2 (Site
Utilization Sensitivity), Factor 3 (Technical Knowledge), Factor 4
(Past Performance), and Factor 5 (Price), which are weighted equal.
Within the "Technical Knowledge" factor, the following subfactors are
listed in order of importance: Subfactor "3.1" Water System Engineer
Experience and Qualifications, Subfactor "3.2" Other Key Personnel
Experience and Qualifications, and Subfactor "3.3" Project Schedule.
Within The "Past Performance" factor, the following subfactors are
listed in order of importance: Subfactor "4.1" Experience in comparable
projects, Subfactor "4.2" Past Performance, and Subfactor "4.3"
Subcontracting Effort. -- A site visit is scheduled for 26 May 1999 at

A pre-proposal conference is scheduled for 26 May 1999 at 10:00 A.M.
local time at the Welcome Center, 3544 Albacore Alley (Teal Roof),
Naval Station, San Diego, CA. Participants must reserve seating a
minimum of two (2) days in advance of the conference date by contacting
Tina Collins at (619) 556-7321. -- This is not a public bid opening. --
The estimated cost range is between $1,000,000 to $2,500,000. -- Firm
Fixed Price Construction contract. -- This project is unrestricted. --
The Standard Industrial Code is 1629 and the annual size standard is
$17 million. -- In accordance with FAR 5.102(a)(7), availability of the
solicitation will be available for download free of charge via the
Internet World Wide Web at http://www.efdswest.navfac.navy.mil. -- Hard
copies (paper sets) of CD-ROM of solicitation will not be provided by
