Modernization Program (PMP), Engine Modification and Ejector Nozzle.
The T-38C PMP consists of two efforts that will be acquired separately:
the inlet and bulkhead effort, and the engine modification and ejector
nozzle effort. The inlet and bulkhead effort will be synopsized at a
later date. The Propulsion DSO is seeking sources for an acquisition
for the delivery of GE J85-5 engine modification kits and T- 38C
ejector nozzle kits. Contractor must provide fully developed and tested
hardware kits required to upgrade 509 T-38C air vehicles and 1202 GE
J85-5 engines for the United States Air Force (USAF), furnishing the
first kits no later than first quarter FY01 and to support potential
FMS buys. The USAF will award a single contract for the engine
modification and ejector nozzle kits. The J85-5 engines are compact,
high thrust, lightweight turbojet engines with three main bearings and
an eight stage axial flow compressor coupled directly to a two stage
turbine, designed and manufactured by the Aircraft Engine Group of the
General Electric Company in Lynn, Massachusetts. The J85-5 upgrade
consists of two (2) distinct Modification Kits- an Engine Modification
Kit and an Ejector Nozzle Kit. Initial and subsequent kit delivery
should not exceed six (6) months after receipt of order (ARO). The
J85-5 engine modification kits will be delivered to the Engine Regional
Repair Centers at Laughlin AFB and Columbus AFB with additional
deliveries to Edwards AFB and Holloman AFB for upgrade in conjunction
with normal engine overhaul. The ejector nozzle kits will be delivered
to Randolph AFB. Upon upgrade and installation, the J85-5 must meet
the following performance, readiness, reliability, maintainability, and
system requirements: extended range of flight -- objective is to reduce
fuel consumption by 3% aggregate eliminate engine disk rotor corrosion
problem -- reduce risk of further Class A mishaps due to engine rotor
corrosion by improving the compressor design and materials used so
that risk of future Class A mishaps goes to zero for the next ten
years, with an objective goal of 18 years; improve Mean Time Between
Engine Removal (MTBER) per Engine Flying Hour (EFH), as measured
quarterly, using a three-month rolling average -- objective is to reach
a 30% improvement, 230 hours; improve Unscheduled Engine Removal (UER)
by 40% over last five years' rate -- rate is determined by 1,000
engine flying hours (KEFH) measured quarterly, objective is a 40%
improvement, to a rate of 2.57 or lower; increase engine compressor
life limit to 5,400 cycles and change the design to a spooled
compressor using non-corrosive material. All kits provided must be
supplied by USAF qualified sources. The contractor shall indicate his
size status in relation to SIC Code 3724, 1000 people. Interested
contractors must provide a capability statement within 30 days of the
date of this CBD notice. The capability statement shall address the
contractor's ability to meet each of the requirements stated above no
later than 24 May 99. This capability statement will be used to develop
a potential source list. An Ombudsman has been established for this
acquisition. The only purpose of the Ombudsman is to receive and
communicate serious concerns from potential offerors when an offeror
prefers not to use established channels to communicate his/her concern
during the proposal development phase of this acquisition. Potential
offerors should use established channels to request information, pose
questions, and voice concerns before resorting to use of the Ombudsman.
