JEFX 2000 is the third in a series of Chief of Staff of the Air Force (CSAF) sponsored Warfighter experiments. The experiment is part of a broader effort to implement Joint Vision 2010 and exploit the Revolution in Military Affairs. The objective of AF experimentation is to expedite building the Expeditionary Aerospace Force (EAF) for the 21st century. Among the primary themes for JEFX are advanced command and control (C2) concepts and technologies to achieve the AF vision of global engagement. The JEFX series of experiments will address each AF core competency, with the ultimate goal of providing greater capability for the Joint Force Commander. JEFX 2000 will employ live-fly and simulation to evaluate new operational concepts and emerging technologies. HQ Air Combat Command (ACC) is the sponsoring MAJCOM for JEFX 2000. The Aerospace Command and Control, Intelligence, Surveillance and Reconnaissance Center (AC2ISRC) is the executive agent and Electronic Systems Center is the acquisition arm and systems architect. JEFX 2000 is expeditionary in nature and 80% focused on Command and Control (C2). Integration of Agile Combat Support (ACS) considerations into the Expeditionary Air Force (EAF) environment is the primary area of emphasis for JEFX 2000. Additional experiment objectives and focus are identified on the ESC HERBB Web site. Government and Industry are requested to submit initiatives that support the JEFX 2000 overarching hypothesis and objectives, and address specific JEFX 2000 integrating and enabling concept-related questions and key Desired Operational Capabilities (DOCs). Detailed descriptions of these integrating and enabling concept-related questions and key DOCs can be found at the ESC HERBB Public Web site: http//herbb.hanscom.af.mil/info.asp?rfp=R18. The Government will evaluate these White Paper initiatives for merit. Specific instructions for the White Paper preparation and transmittal (JEFX 2000 White Paper preparation guide) available on the aforementioned ESC HERBB site. Additionally, a description of the JEFX 2000 C2 architecture, JEFX 2000 Initiative Selection process and the current top level JEFX 2000 schedule are also on the ESC HERBB Web Site. To be considered for inclusion in JEFX 2000, follow the White Paper Initiatives' mandatory format provided on the ESC HERBB site and submit not later than1700 hrs/5:00PM (Eastern Daylight Savings Time) on 11 June 1999. It is possible that outside contractors may be employed to integrate initiatives with the JEFX C2 architecture and to assist the Government in reviewing the proposed initiatives. Rules of Conduct between contractors are detailed in the referenced Initiative Abstract Preparation Guidance, which can be found on the HERBB Web site.
