synopsis/solicitation for commercial items prepared in accordance with
the format prescribed in Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; a written solicitation will not be issued. The
Naval Undersea Warfare Center, Division Newport, intends to award a
purchase order on a Sole Source basis to BARCO Data Systems of Duluth,
GA., for: Dual VFG Interconnect Ribbon Cable, NTSC Video Frame Grabber
w/2 Mezzanines, Controller w/ 12 planes, X11R6-X-Windows License, Qty:
39 each; Installation Media HP-UX 10.20, Qty: 1 ea. The required
hardware must meet the following specifications: UNIX HP-UX Ver 10.20
compatible, 6U VMEbus, 640x480 and 1280x1024 resolution, True double
buffered video memory card, Fast image downloading (40MB/sec), Video
Frame Capture, recording and playback, No degradation in graphics
performance from display controller or radar scan converter, EMI
Compliant (UL and FCC Class A), Temperature Tolerance: degree -- + 45
degree C (operating), Humidity tolerance: 10% -- 90% (noncondensing),
Overlay frame buffer, RS-170 or RS-343 RGB Input, 2 RGB Video Inputs,
1280x1024 @ 72 Hz Max, 75 Frames per Second Video, Multiple Video
Window Capability. In addition to the above specifications, the
Government's performance requirements for the operating hardware shall
be as follows: All hardware must be in the form of "6U-size" VME
cards. The hardware must accept "NTSC/RS-170" video from the periscope
color and infrared cameras for display on the workstation monitor.
"NTSC" and RS-170" are conventional formats used for broadcast and
closed circuit television. The hardware must accept high definition TV
(HDTV) video from the periscope for display on the workstation
monitor. The HDTV format is based on the "SMPTE-240M" video standard:
1125 lines interlaced, 33.75 kHz horizontal frequency, 60 Hz vertical
frequency. Periscope Video must be displayed on the workstation monitor
in real-time; that is, at the same rate produced by the cameras (30
frames per second). The hardware must be capable of "capturing" a
single video frame (from any camera source) and transferring the
resulting image to disk. The hardware must combine the host computer
graphics with the live periscope video to allow a window-based
"graphical user interface" to be employed. The hardware must be
supported by the Hewlett Packard UNIX operating System (HP/UX). Based
on Market Research, it is the Government's determination that BARCO
Data Systems is the only known source who can provide a graphics/video
display system which meets all the above specifications/performance
requirements. Therefore, the Government intends to request a proposal
from BARCO Data Systems, using Simplified Acquisition Procedures (SAP).
The solicitation number is N66604-99-R-3674. Delivery shall be F.O.B.
destination to NUWCDIVNPT, Newport, RI. Required Delivery: No later
than three (3) months after award of purchase order. The solicitation
and incorporated provisions and clauses are those in effect through
Federal Acquisition Circular 97-04. The provision at 52.212-1,
Instructions to Offerors -- Commercial, applies to this acquisition
with the following addenda: (a) The Standard Industrial Code (SIC) is
3827; the size standard is 500 employees. (b) The solicitation closing
date is 99 MAY 04 at 2:00 p.m. local time, and the anticipated award
