The U.S. Nuclear Regulatory Commission intends to negotiate a sole source contract with GSE Power Systems, Inc. for software to simulate the operation of a Ukrainian VVER/440-213 nuclear power plant and to install and test this software on the analytical simulator built for and delivered to the Ministry of Environmental and Nuclear Safety of Ukraine on contract NRC-26-96-265. GSE Power Systems, Inc. is considered to be the sole source for this software since it has sole access to the proprietary codes which were used to develop the operating system software of the analytical simulator and has already developed simulation software for similar VVER power plants which can be readily adapted to the VVER/440-213 format.
