listed below was previously posted in the Commerce Business Daily on
April 12, 1999. This notice amends the product sample submission date
to May 13, 1999 and the submission date for questions to April 29,
1999. This is a sources sought notice for the US Naval Air Warfare
Center, Aircraft Division (NAWCAD) of Patuxent River, MD who is seeking
potential sources and no cost product samples of commercially
available, non-developmental chemical/biological (CB) warfare
protective suits, gloves, and boots/socks for United States military
aircrew usage. These items are intended for use by aviators and aircrew
aboard all military aircraft platforms. "Chemical/Biological" refers to
protection of the wearer from existing CB warfare agents, including
liquid, vapor and aerosol. The minimum US military requirements for
such components of a CB protective ensemble include (but are not
limited to) the following: a. Provide protection to all body surface
areas below-the-neck (BTN) against all liquid, particulate, vapor and
aerosol CB agents. Each component shall provide protection to one of
the following minimum CB protection levels: Level 1: CB Liquid: 5g/m2;
CB Vapor: 1800ct (mg-min/min3); Aerosol Challenge: 1000ct
(mg-min/min3); or Level 2: CB Liquid: 10g/m2; CB Vapor: 5000ct
(mg-min/min3); Aerosol Challenge: 5000ct (mg-min/min3) b. Prevent
permeation of CB agents, which would cause ocular and other
incapacitating effects over a 16-hour minimum mission following a
single CB warfare exposure. c. Components must not interfere with
ejection (ejection seat aircraft only) and continue to meet all CB
agent permeation requirements following a physically survivable
ejection and parachute descent. d. Resist ignition and when ignited
self-extinguish at a rate equal to or faster than current (non-CB)
flight garments. Provide sufficient thermal protection to allow
emergency egress from a burning aircraft (thermal protection is defined
as less than 20 percent of the body receiving 2nd and 3rd degree
burns). Not melt oradhere to the skin. e. Components shall minimize
thermal burden. f. Components shall be wearable for 30 days to include
5 laundry cycles. Responses shall include a sample of the item(s), a
picture(s) of the item, cost per unit, 12 inch square swatch of the
item's material (system fabric), maintenance and repair methods, sizing
chart, fiber content, weight, packaged volume, laundering instructions,
and instructions for use. A measure of the item's physical properties,
to include, but not limited to, Thermal Protective Performance (TPP)
testing, Vertical Flame testing, Tear Strength and Breaking Strength,
Moisture Vapor Transmission Rate (MVTR) and Thermal Insulation Value
expressed in units of "Clo" is needed. Chemical agent test results are
required. All test methods shall also be included. Proprietary data
MUST be marked as such, on a page-by-page basis and will be kept
confidential and protected where so designated. Product samples will be
returned at the sources request and expense unless destroyed during
evaluation. This announcement IS NOT a Request For Proposal (RFP) nor
does the Government intend to pay for any information/items submitted
in response to this synopsis. Approximately November 1999, the
Government intends to issue a solicitation for additional units if
funding is available. No solicitation document exist at this time for
the additional units. A formal synopsis will be issued prior to release
of the RFP solicitation for additional units. This synopsis does not
commit the government to awarding a contract. All responses will be
kept confidential and will not be binding for the Government or the
contractor. Product samples and related information are to be shipped
to NAWCAD Contracts Office by May 13, 1999. Interested sources should

20670-1127. All technical questions must be submitted in writing by
April 29, 1999 and mailed to the above address, emailed

of Sue Cusic. TELEPHONE RESPONSES WILL NOT BE ACCEPTED. Interested
sources should clarify if their product is commercially available or if
the product would be a non-developmental item that could be modified to
meet the governments needs. Interested sources should also indicate
whether or not they are a small, small disadvantaged, 8 (a), or large
business. NOTE: Contractors must be registered in the Central
Contractor Registration (CCR) database to be eligible for a contract
award or payment from any DOD activity. Information on registration and
