Bunn (910) 251-4486 Turnkey Contractor to provide bottled water
(delivered) during periods of presidential declared disasters for the
U.S. Army Corps of Engineers (USACE). 1. This soliciatation is for a
single Corps-wide contract and the geographic area of delivery of
bottled water will be the 50 United States, Puerto Rico, the Virgin
Islands, and Quam. 2. Any resulting contract will be a requirements
type contract. 3. Orders for bottled water (delivered) shall be issued
on Delivery Orders. 4. Any USACE Contracting Division for a declared
disaster in their geographic region can issue delivery Orders. Bottled
water shall be packaged in 0.5 to 1.5 liter polyethylene terephthalate
(PET) bottles. All bottles shall be labeled. 5. The contractor must be
able to respond simultaneously in the event of multiple declared
disasters. 6. Delivery will be to major distribution points near the
disaster. 7. Contractor may be required to handle all off loading and
handling with personnel required to "man" these major distribution
points 24 hours a day. 8. As an option, the Government may require the
contractor to make deliveries from the major distribution points to
secondary delivery points and will pay on a mileage basis. 9. Bottled
water will be required to be delivered to locations in the 50 United
States, Puerto Rico and the Virgin Islands within 24 hours of the
issuance of the Delivery Order and to Guam within 48 hours of issuance
of the Delivery Order. 10. Bottled water shall be transported in
shrink-wrapped pallets. 11. A packing slip containing the contract
number, date shipped, quantity on pallet and source of water shall be
inside each shrink-wrapped pallet. 12. The contractor shall provide
quality control representative(s) at each delivery site. 13. The
contractor shall provide, at least twice daily, reports of quantities
of bottled water shipped, deliverd, and times of estimated deliveries.
14. The contractor shall provide Operations Manager Coordinator(s)
(liaison to the Government) with electronic linkage to the contractor
homeoffice for quality control and reporting purposes. 15. This
solicitation is a Request for Proposal and will be awarded to the
contractor that represents the best value to the government. As a
minimum, evaluation criteria will require that the contractor
affirmatively demonstrates its responsibility that in a possibility of
simultaneous multiple disasters, the contractor has, or has the
ability to obtain, a. the financial resources available to perform the
contract, b. be able to comply with the delivery schedule, c. have a
satisfactory past performance record, d. have necessary organization,
experience, accounting and operational controls, and skills to perform
the contract, and e. have necessary transportation services to deliver
by land, air, or sea. Responses to this notice shall be made to the
