The solicitation mechanism is a Request For Proposal; however, the government advises that it intends to award requirements on initial offers without negotiaitons. Nonetheless, the government reserves the right to negotiate if deemed in its best interest. All proposals shall be submitted most favorably to the government from a price and technical standpoint.
