Engineering (JE), a Spacehab Company, is a prime contractor
(NAS9-18800) to the National Aeronautics and Space Administration
(NASA) at Johnson Space Center (JSC), Houston, TX. (Phase I) JE is
seeking qualified sources that can provide a design solution through
development of space-flight rated, Water Dispenser system, enabling
re-hydration of a variety of space food and beverages with ambient, hot
and chilled potable water, as related to supporting Preliminary Design
Review (PDR) activities (design approach is baselined). The supplier
must be able to deliver wholly or in part, equipment for conditioning
water to hot or cold limits and dispensing in incrementally-controlled
amounts. There will be a focus on power efficient heating, cycling to
conditional temperature, heat exchangers, iodine removal, and accurate
dispense quantities. The supplier must be able to provide experience in
meeting design review schedules, including the fabrication of mock-up
and engineering development units to design drawings. The supplier
providing electromechanical items must also have knowledge and
experience in electrical design and part selection or user control &
display software design and implementation. The supplier providing
mechanical assemblies must have experience in providing solid modeling,
structural analysis, and thermal analysis. A high level of interaction
with engineers will be required. (Phase II) JE is also seeking
qualified sources that have the capability to fabricate and test the
Water Dispenser (wholly or in part) to developed drawings, materials
lists, specifications, and interface requirements as related to
Critical Design Review (CDR) activities and delivery of the flight
article. The supplier must be able to control materials and fabrication
proceses through quality inspections and reporting, required for space
flight articles. Additionally, the supplier must be able to coordinate
sufficient environmental testing as required, and support integrated
testing of the final deliverables at JE, in Houston Texas. The supplier
shall be totally responsible for delivery of NASA flight certified
articles. Qualified sources are requested to submit a Statement of
Capabilities (SOC), within 15 calendar days of the publication date of
this notice, that demonstrates proven capabilities required to perform
the minimum ISS Galley Water Dispenser Development requirements
outlined above. The SOC must identify any services that would be
subcontracted to a lower-tier supplier and any other relevant
information. Prospective suppliers must furnish key personnel resumes,
references, and a complete description of similar existing products.
Include photos, brochures, specs, etc. Include your business status
(e.g., Small Disadvantaged or Woman-owned Business, Small or Large). JE
reserves the right to pre-qualify any prospective suppliers prior to
the issuance of any solicitation. All firms submitting an SOC will be
considered, and any subsequent solicitation will be issued to the
sources that JE has determined to be qualified. JE does not intend to
