NASA/MSFC plans to issue a Request for Quotation (RFQ) for analysis, design, and evaluation of an integrated Rocket Based combined Cycle (RBCC) system using RECIPE. Specific requirements include the following: (1) establish RECIPE requirements on adding/integrating new codes, as well as the File Management System/Data Management System (FMS/DMS) and the potential transition of DMS to the next level of study, and develop wrappers/Graphical User Interfaces for the structural analysis including FMS modifications; (2) perform the Bantam class RBCC Vehicle/Engine trade off analysis; (3) develop the Vehicle Requirement/Concepts; and (4) establish the database and generated products. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/MSFC intends to purchase the items from International Space Systems Inc. (ISSI) under the authority of FAR 13.106. ISSI has developed the RECIPE software which provides a collaborative engineering environment for integrating engine models with engineering disciplines. Interested firms have 15 days from the publication of this synopsis to submit a written quote to the identified point of contact, including their qualifications/capabilities. Such qualifications/capabilities will be used solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. Responses received after the 15 days or without the required information will be considered nonresponsive to the synopsis and will not be considered. A determination by the Government to not compete this proposed effort on a full and open competitive basis, based upon responses to this notice is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
