The Naval Undersea Warfare Center Division Newport, Newport, RI, requires a study (1 LO) for a PR-420 primer replacement. The contractor shall define critical primer properties and test requirements that are required to evaluate candidate primers. The contractor shall use MIL-M-24041 and Appendix E of NAVSEA Document NAVSEA S9320-AM-PRO-010/MLDG as a guide to determine critical primer properties and test requirements. The contractor may propose any additional primer properties or test requirements that are not specified in the above documents. The contractor shall select candidate primers, substrates, and polyurethanes and execute the contractor defined test requirements, Substrate and polyurethane selection should include materials commonly used in the transducer and cable industry. Upon test completion, the contractor shall furnish a report documenting its findings. This procurement is being conducted under FAR Part 13, Simplified Acquisition Procedures. Award will be made on the basis of Best Value.Evaluation factors are Technical Capability, Past Performance and Price. The proposed acquisition is a 100% small business set-aside.
