Heritage Resource Inventory and Evaluation of all potentially eligible
National Register of Historic Places, sites within specified Analysis
Areas. The contract will be Indefinite Delivery, Indefinite Quantity,
with a base year and two optional periods. The awarded Contractor will
perform the first year within extremely tight deadlines for completion
of deliverables during the base year. The Analysis Areas comprise, in
total, an approximate 100,000 acres within the Custer/Elk Mountain
Ranger District, located in the southwestern portion of the Black Hills
National Forest, states of South Dakota and Wyoming. The purpose of the
inventory is to identify and record all sites through a hundred percent
foot survey, monitor those sites that have been previously recorded and
subsequently evaluate for the National Register of Historic Places, all
historic (cultural manifestations 50 or more years old) and all
prehistoric (cultural manifestations 100 or more years old) potentially
eligible properties identified as meeting one of the four criteria set
out in the National Historic Preservation Act, as amended. The
analysis area is 21,443 acres, and the scope of work, deadlines and
deliverables will be outlined in Task Orders. Data derived from this
project will be used to comply with the requirement of Section 106 of
the National Historic Preservation Act, as amended, and the
Archaeological Resources Protection Act, as amended, which pertain to
effects of timber and range management on heritage resources. No
Section 110 compliance activities are solicited. This is 100% small
business set aside solicitation. Evaluation Factors: (1) past
performance, particularly in relation to Forest Service policies
related to heritage and resource management measures, monitoring, and
land management plans -- Extremely Important; (2) qualifications,
experience and professionalism of all staff -- Extremely Important; (3)
skills, technical expertise and demonstrated abilities in geographical
and heritage traditions in South Dakota and the northern Plains --
Very Important; (4) logistical and financial ability to meet the scope
of work and specifications as written -- Very Important; (5) price --
