Warfare Center Division Newport, Newport, RI, requires a study (1 LO)
for a DT-511B hydrophone rubber boot replacement study. The contractor
shall define the critical rubber properties that are required to
evaluate candidate rubber boot materials. The Government will supply
the contractor with two "A" condition GFE DT-511B hydrophones from
which the contractor will remove the existing boots and measure the
defined critical rubber properties to create a baseline. The contractor
shall select materials that exceed the critical rubber properties of
the baseline material. Samples of selected materials shall be tested to
determine compliance with contractor defined critical rubber
properties. The contractor shall submit a report documenting the
results of the material study. Based on the results, the contractor
shall fabricate two DT-511B rubber boots to the dimensions of Magnavox
Drawing 37695-346181 Rev. E. The contractor shall install the rubber
boots onto the GFE DT-511B hydrophones and delivery the units to
NUWCDIVNPT for acoustic evaluation life testing. This procurement is
being conducted under FAR Part 13, Simplified Acquisition Procedures.
Award will be made on the basis of Best Value. Evaluation factors are
Technical Capability, Past Performance and Price. The proposed
acquisition is a 100% small business set-aside. A firm fixed price
purchase order is anticipated. The period of performance will be from
date of award through September 30, 1999. SIC Code is 3669. See Note 1.
