Ropelewski The Government has a requirement for Professional
Architect/Engineering Services for a renovation project at the VA
Pittsburgh Healthcare System, University, Pittsburgh, PA 15240.
Contracted services will be in 2 PARTS. Contract award will be for PART
1 for preliminary design with VA option to award PART 2. Award of PART
2 is dependent upon feasibility of design for the program, acceptance
of the preliminary drawings, estimated construction cost and
availability of funds. The Government will retain the option for award
of PART 2 based on the above. The Government may revise the scope of
the project so as to stay within project budget and will retain the
option to award PART 2. All work shall be in accordance with all DVA
rules, regulations, specifications and standards. Area of consideration
is within a 60 mile radius of the VA Pittsburgh Healthcare System
location at University Drive, Pittsburgh, PA 15206. PART 1 is for the
design development schematics to develop a Geriatric Research Education
Clinical Center (GRECC). The space will be developed into office,
research and laboratory spaces to support the service. There is
currently no defined criteria for this type of activity, so A/E will
work closely with the using service to develop plans. At the 40% design
development phase a cost estimate is required in order to forecast the
budget. The cost estimate will be refined as the schematics get more
detailed. In PART 2 the A/E will provide a complete set of drawings and
specifications to construct the GRECC. The drawings and specifications
will be all inclusive in terms of architectural finishes, HVAC
systems, plumbing systems, electrical systems and the interior design
areas. PART 2 includes reviews with meetings, Pre-Bid Conference and
Construction Period Services consisting of Site Visits as required,
Submittal review and processing, with final inspection and Project
Close-Out. Design submissions will be at 25%, 50%, 75% and 100%
intervals. The A/E will be responsible for preparing a bid package
consisting of final drawings and specifications. Drawings will be
submitted on hard copy and also on AutoCad V.14. Specifications will be
submitted in hard copy and Microsoft Word versions. The A/E is
responsible for following all VA policies and regulations (i.e.,
identification badges and parking). Construction cost estimate is
between $1,000,000 and $2,000,000. Award will be to the A/E judged by
the VA to be the best qualified for the work. See Numbered Note 24.
Area of consideration is within a 60 mile radius of the VA Pittsburgh
Healthcare System, University Drive, Pittsburgh, PA 15240. Award is
subject to the availability of funds. This is not a request for
proposal. All interested and responsible firms within the geographic
limitation desiring consideration shall submit SF 254 and SF 255 to the
attention of Marian Ropelewski (04A1-H), VA Pittsburgh Healthcare
System, 7180 Highland Drive, Pittsburgh, PA 15206. Forms must be
