Request for Quotation (RFQ) for a maintenance agreement for parts and
remedial maintenance, as necessary, for an Eaton Corporation NV-1002
Implanter. This procurement is being conducted under the Simplified
Acquisition Procedures (SAP). NASA/GSFC owns an Eaton NV-1002
Implanter, and intends to purchase the replacement parts and
maintenance service from Eaton Corporation in Allentown, PA. This
implanter is fundamental for the development and manufacturing of
semiconductor devices. It is imperative that this equipment be
maintained operational, with minimal down-time. This semiconductor tool
uses many custom-made parts which must be calibrated and approved by
Eaton Corporation. To maintain integrity and reliability of the system,
replacement components and parts must be manufacturer-recommended.
Eaton Corporation is the only source for technical assistance and
custom-made parts, which are not offered on the open market. The
Government intends to acquire a commercial item using FAR Part 12. Any

days from the publication of this synopsis to submit in writing to the
identified point of contact, their qualifications/capabilities with
respect to being able to provide maintenance support and parts to Eaton
equipment. Such qualifications/capabilities will be used solely for the
purpose of determining whether or not to conduct this procurement on a
competitive basis. Responses received after the 15 days or without the
required information will be considered nonresponsive to the synopsis
and will not be considered. A determination by the Government to not
compete this proposed effort on a full and open competitive basis,
based upon responses to this notice is solely within the discretion of
the Government. Oral communications ARE NOT acceptable in response to
this notice. All responsible sources may submit an offer which shall
be considered by the agency. An Ombudsman has been appointed. See
