Naval Air Systems Command (NAVAIR) is seeking capable sources
interested in the following activities which may be incorporated into
a single contract. Based on the schedule contained herein NAVAIR
encourages the use of teaming among various sources in order to allow
the maximum participation in performing the below listed requirements.
1. Development, production and installation of one MH-53E
validation/verification (val/ver) kit in FY00 and a CH-53E val/ver kit
in FY03. Each kit will include the building of the appropriate model
H-53E main cabin section from station 162 to station 522, wiring
bundles that reflect the current production configuration which will
include 14 additional government introduced engineering changes and
Rapid Action Minor Engineering Change (RAMECs) for the entire aircraft,
and an H-53E tail section from station 773 to station 950 less the
stabilizer. Additionally an airframe transition side bulkhead at
station 772 is required. Tailrotor dri9veshaft and disconnect coupling
improvements as detailed in the Engineering Change Proposal (ECP)
SA-H-53 2181/2671 will be considered part of the SLEP kit. The
Government is in possession of a Level III engineering drawing package
for the basic production H-53E model helicopter. However, the existing
H-53E data resides in several deliverable media forms, including circa
1975 paper format drawings. In addition to the basic drawing package,
technical information, in assorted media forms, will be provided which
outlines chronologically the engineering changes and RAMECs which have
been incorporated into the basic airframe configuration. Offerors in
responding to this solicitation must possess the ability to read and
interpret the delivered information, as well as capture and incorporate
all outstanding Class I and II engineering changes and RAMECs into the
basic drawing package. This data will be provided in its current
format to the contractor selected. At the time of delivery of the kit,
the chosen contractor shall deliver to the Government a digitized
H-53E Level III drawing package, including any information necessary to
build and install the kits, which must be in an editable format and
representative of the desired H-53E SLEP configured aircraft. Any
changes required to be made to the kits and/or drawing package as a
result of the H-53E SLEP val/ver process, will be incorporated by the
contractor at no increase in the contract price. Additionally a
technical directive (TD) for the installation of the SLEP kits will be
a required deliverable product based on the val/ver kit completion.
All government owned special tooling and test equipment currently
positioned at Sikorsky Aircraft Corp. and its sub-contractors'
facilities will be made available to the contractor selected to perform
the SLEP. Although the list of tooling and test equipment is not yet
fully developed, it is known that some equipment, needed to perform the
SLEP, is not government owned. It will be the responsibility of the
selected contractor to supply any additional required tooling and
equipment. In addition to the stated requirements for the val/ver kits
effort, contractors must have the technical expertise, requisite
special tooling and support equipment to accomplish all of the aircraft
cabin wiring and hydraulic plumbing interfaces and operating
requirements. Source data for the aircraft hydraulic lines (tubing bend
information) will be provided by the Government, however, special
tooling, data interpretation and proper line to line fit and operation
will be the responsibility of the contractor selected. 2. Production
of SLEP kits that meet the configuration of the Government verified
SLEP kits commencing in FY01 and continuing until FY04 in accordance
with the schedule shown below: FY00 FY01 FY02 FY03 FY04 0 1 0 7 11 3.
Installation of the SLEP kits shall be in accordance with the following
schedule: FY00 FY01 FY02 FY03 FY04 0 0 1 0 7 4. Perform SDLM in
accordance with the most current NAVAIR H-53E SDLM Specification
concurrent with the SLEP installation schedule. All respondents to this
sources sought must detail, in writing, their capability to perform all
of the requirements within the stated schedule outlined above. Said
detail must include prior history in the performance of similar or
related requirements and describe facilities that have been previously
used on similar efforts or those that would be used in manufacturing
and installing the SLEP kits and performing SDLM. In addition provide
a brief synopsis of the contractor's anticipated engineering, logistic
and support plans that would be used throughout this effort. This
synopsis supercedes CBD#231969 dated 31 July 1998. Responses are
requested from all interested parties whether or not they responded to
the earlier synopsis. Written responses are required no later than 26
