Information is being sought for Base Communications and Base Network Control Center Operations and Management of Government owned facilities at F.E. Warren AFB, Wyoming as specified in the attached statement of work_s. The 90th Contracting Squadron is collecting high level pricing and availability data, including rough order magnitude (ROM), per annum cost estimates, to determine whether out-sourcing these efforts will be feasible. Information requested: Potential offerors are requested to review the attached statement of work_s (SOW_s) for the Communications Function and the Base Network Control Function and provide a rough order of magnitude (ROM) estimate as if required services are to be performed during the period of 1 Oct 00 through 30 Sep 01. You are asked to provide a estimate as if both functions, Communications and BNCC, are performed as one operation and also as if the functions are performed separately. The estimates shall include, at a minimum, a break out of estimated direct and indirect cost by element associated to performing the services to include non-recurring costs such as the cost to obtain security clearances, vehicles necessary to perform services, and specialized training or schooling. Also, you are requested to identify staffing (number of employees) for each function within the SOW_s with your estimate. Attachment 1 of this notice is provided and identifies the elements of cost being sought. All information provided by offerors shall be identified as proprietary data. In addition, offerors are requested to provide comments regarding the statements of works attached herein. Specifically, you are asked to provide comments on the commerciality of the SOW_s and input on areas where efficiencies, based on commercial practice, could be implemented to drive cost savings and/or a more efficient requirement. Services are anticipated to be provided for F.E. Warren AFB including tenants and other off-base activities requiring support.
