Maintenance (O&M) of Atlantic Fleet Weapons Training Facility (AFWTF)
instrumentation and other support systems located within Naval Station,
Roosevelt Roads (NSRR), and at remote sites in Puerto Rico, the U.S.
Virgin Islands, and Vieques Island. AFWTF is a large-scale training
activity which serves as the Navy's major training ground for combat
readiness of the Atlantic Forces. AFWTF consists of four separate
ranges specially equipped with targetry, instrumentation, sensors,
communications, and facilities that allow simultaneous conduct of
gunnery, missile firings, air-to-ground ordnance delivery, electronic
warfare, underwater operations, and all facilities necessary for target
development, repair, and utilization. Contractor will provide
management and technical services to operate and maintain AFWTF
instrumentation, equipment and facilities for direct support of the
training of fleet forces and other range users. Firm Fixed Price type
contract for a base period of one year with option provision to extend
the term of the contract an additional six one-year periods.
Performance starts 01OCT99 and will include 30 day phase-in period. SIC
8711 with a size standard of $20M applies. The estimated level of
effort is 250-300 man-years per year. Top Secret Security Clearance is
required for performance. Lots I through VII (performance periods) are
expected to be 12 months each. Lot VIII will consist of an unpriced
line item for phase-out at the end of the performance period.
Evaluation will include Price and Other Factors (technical proposal)
with award based on greatest value. Evaluation factors include
Corporate Experience, Past Performance, Management, and Small
Business/Small Disadvantaged Business, and Woman-Owned Small Business
participation. Oral presentations are expected for Corporate Experience
and Management. Resumes are not required for evaluation, but will be
required within first week of phase-in period. Phase-In Plan not
required for evaluation purposes but will be required one week after
notification of award. The price proposal will include a breakout for
labor and other direct/indirect costs. Subcontracting Plan to be
submitted with offer. All responsible sources may submit an offer,
which will be considered. A two-week observation period will be
conducted at AFWTF and will include a Pre-Proposal Conference. Date and
time as well as the agenda for the site visit will be provided at a
later time. Although a clearance is not required to attend the kick-off
meeting, a SECRET Security Clearance is required to observe range
operations. Interested firms should coordinate all visits relative to

with DFARS parts 204, 212, and 252 all potential offerors are required
to be registered with the Central Contractor Registration (CCR). This
registration is available at http://www.ccr.dlsc.dla.mil. The
solicitation (including any draft released) and any documents
(exhibits, attachments, questions and answers, announcements, etc)
related to this procurement will be available over the Internet at
http://e-commerce.spawar.navy.mil. Potential offerors will be
responsible for downloading their own copy of the solicitation and
amendments (if any). No paper distribution of these documents will be

proposals for the subject procurement is scheduled for 30 June 1999.
Oral presentations will be shortly after closing and will be scheduled
by the negotiator. Award is expected before the end of September 1999.
