This is a special notice to advise that a draft of RFP F33600-99-R-0014, including draft specs and drawings, for the air freight terminal material handling system project at Kadena AB, Japan, will be issued on or about 11 May 99. You are requested to provide questions, comments and suggestions within 14 days after the draft RFP is issued/posted. Responses are to be forwarded to Debby Dowty, ASC/PKWRM. Responses will be reviewed and changes incorporated into the final RFP as appropriate. A notice will be issued prior to issuance of the final RFP. Mr. Stephen J. Plaisted has been appointed as Ombudsman to hear concerns from offerors, or potential offerors, during the proposal development. The purpose of the Ombudsman is to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. Existence of an Ombudsman does not diminish the authority of the program director or the contracting officer.
