Solicitation Number N00140-99-R-2106, which was issued for the service of preparation and delivery of meals for the Naval Trainng Center (NTC) Great Lakes, IL, will be reissued as a commercial item (supply) solicitation on a full and open competitive basis. Solicitation N00140-99-R-2106 was established under Synopsis Number 306902 dated 10 March 1999. The primary objectives of this requirement are to determine the most efficient and effective means of providing meals for NTC, to develop innovative technologies and techniques for the preparation and delivery of meals, and to enhance the quality of life for sailors and recruits. NTC Great Lakes is searching for a method/process to provide three meals per day, seven days per week at a remote location for approximately 500 recruits for an initial period as detailed in the original synopsis; adapt and apply the proposed method/process to include an additional 15 Remote Dining Facilities planned to be constructed; and assess the usefulness of the proposed method/process to accomplish current food service operation requirements, which consist of providing three meals per days, seven days per week for approximately 6000 recruits during the non-peak period and up to 16,400 recruits during the peak period. FISC Norfolk Det Philadelphia intends to award a firm fixed-price (FFP) type contract for this requirement. It is anticipated that contract performance will begin 1 July 1999. Evaluation of the proposals will consider the technical proposals significantly more important than price. Technical proposal submissions will include the use of oral presentations and will be based on the following factors: Corporate Experience within the last ten (10) years as it relates to the requirements of the SOO; Past Performance and Technical Approach. As part of the technical proposal, contractors must clearly demonstrate to the Navy the best method of achieving and accomplishing the SOO.
