DESC: Design and provide all labor, materials, and equipment to construct a biomass energy conversion facility (BECF) at TVA's Allen Fossil Plant to convert biomass (waste wood products, agricultural residues, etc.) into a fuel gas which will then be burned in Allen Unit 1 boiler. The BECF will consist of a (1) fuel handling system, (2) gasification system, and a (3) system to transfer the gasification product gas and heat into the Allen Unit 1 boiler. This workscope shall include start-up and initial operation of the BECF. TVA may include an option for the longterm operation of the BECF. TVA will design, provide equipment, and construct the balance of plant. In order to be considered, prior to issuance of our RFP, prospective offerors will be required to provide documentation to substantiate the successful performance of projects of similar scope and magnitude.
