The Defense Logistics Agency (DLA), Defense National Stockpile Center (DNSC), is soliciting quotations for the installation of D4 horizontal vinyl siding on Building 12 at its Scotia, NY storage depot. The Contractor shall provide all of the necessary labor, supplies, materials, equipment, supervision, and incidentals to provide and install the siding on the exterior elevations of Building 12. As a part of this work, the Contractor will be required to handle asbestos-containing materials and lead-based paint (LBP) contaminated materials. All personnel working on this project must meet the necessary requirements as required by the EPA, New York State, other Federal and local ordinances for removal, handling, transporting, and disposal of lead based paint and asbestos-containing materials. Interested parties are encouraged to visit the site prior to quoting. The DLA/DNSC Scotia, NY Depot is located at Route 5/Amsterdam Road, Scotia, NY 12302. Completion of the project within 45 calendar days after the effective date of the Notice to Proceed is required. The estimated dollar range for this project is $25,000 to $100,000. Award will be based on best value. The evaluation factors listed in descending order of importance are: proposed materials, past performance, and price. Proposed materials and past performance, when combined, are significantly more important than price. However, as offers become more equal in these areas, price becomes more important. The Contractor will be required to furnish a payment protection in accordance with the terms of the solicitation. This Request for Quotations and any subsequent award are pursuant to the Small Business Competitiveness Demonstration Program. The SIC code for this acquisition is 1761.
