interested Prime Contractors/Teams for the Commander in Chief (CINC)
Replacement Program. The Air Force desires to lease to own, with an
option to buy at any time (pending appropriate legislation and funding)
a fleet of new FAA-certified, commercial, inter-continental aircraft to
replace aging CINC aircraft. These aircraft must be capable of short
notice airlift to any suitable airfield in the world, independent of
ground support equipment. Language may only authorize operational
leasing (vice lease to own). All aircraft must be of the same
model/type/series, cockpit and manufacturing/service bulletin baseline.
Each aircraft must be capable of carrying at least 26 passengers, 10
crew members, and associated baggage (14 cubic ft/person), with an
executive interior and a crew rest area). The minimum range requirement
is 5000NM (6000NM desired), unrefueled, no wind, at normal cruise speed
with a full passenger/crew load. The missionized aircraft must be FAA
certified at time of delivery IAW 49 CFR Part 25, to include Stage 3
noise certification under 49 CFR Part 36 and should be based on a type
certified design at the time of proposal. The passenger communication
system must provide worldwide state-of-the-art, clear and secure
voice, data (i.e. PC and facsimile) capability based on person in the
loop control (Communications System Operator) of onboard
communications. For purposes of identifying growth margin of your
aircraft, an automatic self-defense and launch detection system may be
a future upgrade to reduce aircraft vulnerability to infrared-guided
missiles. The aircraft must provide sufficient storage to accommodate
supplies and equipment to prepare freshly cooked in-flight meals for
all passengers and crew members. Provisions for concurrent aircraft
servicing, refueling, boarding, and maintenance with passengers on
board must be provided. The maintenance concept is for full Contractor
Logistics Support (CLS), including 24-hour Contractor Operated and
Maintained Base Supply (COMBS). Type 1 initial cadre and sustainment
training for all crewmembers and options for two years of continuation
training. The USAF will supply a flight mechanic capable of off
station remove and replace maintenance tasks. The draft Operational
Requirements Document (ORD) is anticipated to be coordinated by Air
Staff for aircraft, passenger communication and infrared counter
measures requirements in June 1999. It is the Air Force's intent to
convene a preliminary Vendor's Conference at Wright-Patterson AFB, OH
in June 1999 to accomplish the following: (a) Review the draft ORD; (b)
allow for mission discussions with the CINC staffs for contractors to
better understand their mission and the limitations imposed by the
current fleet; (c) preparations for an initial site survey of all
identified locations; (d) host a preliminary configuration conference
where a review of the type certification data basis, design changes (to
include Federal Aviation Administration amendments since original type
design, airworthiness directives, service bulletins, service
difficulty/manufacturers' reports and commercial catalog options) will
be conducted to help the USAF define requirements; (e) review
contractor owned preliminary spares and buyer furnished equipment
recommendations. Plans are for the Air Force to enter into a lease
agreement early in FY00 with an aircraft available for delivery to the
Air Force as soon as possible after award. Secondly, as a continuation
of our efforts to build an executable budget, the Government needs to
better define it's termination liabilities. Accordingly, request each
potential offeror respond to the following questions based on the
assumption that contract award is in FY00/1 and that leased aircraft
deliveries begin in FY00/4 (desired). Response to these questions is
optional. a. What types of termination costs do you foresee the
Government being liable? b. During the lease period the aircraft would
be operated but not owned by the USAF. As such, types and estimated
amounts of insurance costs will be included in your lease price? What
types and amounts of insurance will the Air Force be required to
purchase separately? c. What limitations, if any, based on the
Government not owning the leased aircraft, do you foresee? For example:
(1) If the aircraft retains its civil registration will the USAF need
to pursue an operator's certificate in order to comply with continuous
airworthiness requirements, ETOPs, etc.? (2) Will all of the USAF
flying crew chiefs need to be A&P certified mechanics? (3) Will the
contractor logistics facility need to be on FAA Repair Station? (4)
Will there be any limitations based on USAF crews operating the
aircraft? d. Can the candidate aircraft be operated and serviced by
crew members in nuclear/biological/chemical (NBC) gear as outlined in
JSSG 2010-9 Personal Protection Equipment and 2010-10 Oxygen Equipment?
e. How much growth capability exists for electrical power and rack
space? Define the configuration for this growth capability. f. What is
the maximum rate of climb and cruise altitude achievable after a
maximum gross weight takeoff? Define the conditions for this
performance. g. Does Infrared (IR) emissions data exist for the
aircraft or engines? h. What are the CNS/ATM (free flight) capabilities
of the aircraft? i. What is the FAA Type Certification Data Basis of
the proposed aircraft? j. It is the Air Force's desire to include
contractor performance incentives. What typical performance incentives
do you use on commercial contracts? k. How would you likely approach
the three main operating base fleet support? l. What are your standard
warranties? m. Would you accept military airplanes as trade-ins?
Please describe your used airplane appraisal process, trade-in clauses
and the type of data required for appraising the value. n. Can you
furnish copies of normal commercial clauses/contracts? o. What is your
earliest available delivery date? This synopsis is for information and
planning purposes only, does not constitute an RFP, and is not be
construed as a commitment on the part of the Government. An Ombudsman
has been established for this acquisition. The only purpose of the
Ombudsman is to receive and communicate serious concerns from potential
offerors when an offeror prefers not to use established channels to
communicate his concern during the proposal development phase of the
acquisition. Mr. Steve Plaisted has been appointed as Ombudsman to hear
concerns from offerors, or potential offerors, during the proposal
development. The purpose of the Ombudsman is to communicate contractor
concerns, issues, disagreements and recommendations to the appropriate
government personnel. Existence of the Ombudsman does not diminish the
authority of the program director or the contracting officer.
