Az85364 35 -- LONG REACH BOOM ASSEMBLY FOR GOVERNMENT-OWNED CATERPILLAR
HYDRAULIC EXCAVATOR SOL 99-SQ-34-0435 DUE 051399 POC Virginia Toledo,
Contracting Officer, 520-343-8136 The Bureau of Reclamation has a
requirement for a long reach boom assembly at the Yuma Desalting Plant,
7301 Calle Agua Salada, Yuma, Arizona 85364. This is a combined
synopsis/solicitation for commercial items prepared in accordance with
the format in Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; proposals are being requested as a written
solicitation will not be issued. This is Amendment No. 1 to Request for
Quotation (RFQ) 99-SQ-34-0435 which was published on April 19, 1999.
The RFQ and incorporated provisions and clauses are those in effect
through Federal Acquisition Circular 97-10. This is a total small
business set-aside. The standard industry code is 3531 and the size
standard is 750 employees. The contract line items are as follows: Line
Item (CLIN) 0001 and (1) each Long Reach Boom Assembly to be furnished
and installed on Government owned Caterpillar hydraulic excavator
Model 322L, Serial No. 9RL01234. The construction of the boom and stick
assembly shall be fully boxed with a minimum 100, 000 PSI tensile T-1
(A-514) steel, all internal bracing shall have a minimum 50,000 PSI
tensile steel (A-572). Materials for bosses and pin bearings shall
range from 110,000 to 140,000 PSI tensile steel. The entire unit shall
be stress relieved. All replaceable parts including hydraulic lines,
pins, bushings, and seals shall be genuine Caterpillar. The boom
assembly shall be able to perform as follows: Total reach 50 feet;
Total digging depth 40 feet; Total reach at ground level 50 feet; Total
cutting height 44 feet; Total dumping height 35 feet; minimum bucket
capacity .750 cubic yards; and Minimum loading height 4 feet. Delivery
is required 90 days after award. The Government will provide a working
area for removing existing boom and installing new long reach boom. No
crane is available at government site. If work is to be done at
dealer's shop, contractor shall make all arrangements for pick-up and
delivery of equipment. Proposals shall include all charges associated
with providing, removing, and installing item. Provision 52.212-1,
Instruction to Offerors Commercial, applies to this acquisition with on
addendum. Provision 52.212-2, Evaluation Commercial items applies to
this acquisition with the following factors: Technical, Delivery, and
Price. Offerors are advised to include a complete copy of the provision
at 52.212-3, Offerors Representations and Certifications Commercial
Items. Clause 52.214-4, Contract Terms and Conditions Commercial Items
applies to this acquisitions with no addendum. Clause 52.212-5,
Contract Terms and Conditions Required to Implement Statutes or
Executive Orders Commercial Items, applies to this acquisition and the
additional FAR Clauses No. 11, 12, 13, 14, 15, and 16 are applicable
to this acquisition. There are no special contract requirements or
terms and conditions. There is no DPAS rating assigned. RFQs are due
May 13, 1999. RFQ may be faxed to 520-343-8568 or mailed to Bureau of
Reclamation, 7301 Calle Agua Salada, Attn: YAO-3120, Yuma, AZ 85364.
