combined synopsis/solicitation for a commercial item prepared in
accordance with the format in Subpart 12.6 as supplemented with
additional information included in this notice. Subpart 13.5, Test
Program for Certain Commercial Items will be utilized in this combined
synopsis/solicitation. It is the Government's intent to make a sole
source award to Coleman Research Corporation. In accordance with FAR
6.302-1, a Justification for Other than Full and Open Competition has
been certified, justified and approved. This announcement constitutes
the only solicitation; a written solicitation will not be issued. The
solicitation number is DEA-99-R-0026; award will be made using
simplified acquisition procedures. The synopsis/solicitation document
and incorporated provisions and clauses are those in effect through the
FAR Circular 97-11. The standard industrial classification code(SIC) is
4813 and the small business size is 1500. The Drug Enforcement
Administration (DEA) is seeking to procure the following line item:
Line Item 0001: TRAPS IId GPS/Cellular tracking devices with imaging
capability. Quantity: 10 each. The provision at 52.212-1, "Instructions
to Offerors -- Commercial items" is applicable to this acquisition. The
provision at FAR 52.212-3, Offeror Representations and Certifications-
Commercial Items, is applicable to this acquisition. The provision at
FAR 52.212.4, "Contract Terms and Conditions -- Commercial Items is
applicable to this acquisition. The provision at FAR 52-212-5,
"Contract Terms and Conditions Required to Implement Statutes or
Executive Orders-Commercial Items" (tailored) apply to this
acquisition: (a)(1) and (a)(2). This notice of intent is not a request
for competitive quotes. Interested parties may submit pricing data and
a detailed description of the GPS/Cellular tracking device via fax
(202) 307-4877 by close of business, May 10, 1999 to the attention of
LaNorma Huggins-Hopes, Drug Enforcement Administration, Office of
Acquisition Management, 700 Army Navy Drive, Arlington, VA 22202. A
determination not to compete the proposed commercial item based on
responses to this notice is solely within the Government's discretion.
If no affirmative responses are received by close of business, May 10,
1999, Drug Enforcement Administration will proceed with the acquisition
