combined synopsis/solicitation for a commercial item prepared in
accordance with the format in Subpart 12.6 as supplemented with
additional information included in this notice. Subpart 13.5, Test
Program for Certain Commercial Items will be utilized in this combined
synopsis/solicitation. This announcement constitutes the only
solicitation; a written solicitation will not be issued. The
solicitation number is DEA-99-R-0024 and the synopsis/solicitation is
issued as a Request for Quotations (RFQ); award will be made using
simplified acquisition procedures. The synopsis/solicitation document
and incorporated provisions and clauses are those in effect through the
FAR Circular 97-11. The Drug Enforcement Administration (DEA) intends
to award a firm-fixed price, indefinite quantity, indefinite delivery
contract with a base year and two option years. This is an unrestricted
procurement, however quoters should still identify their business size.
The standard industrial classification code(SIC) is 3663 and the small
business size is 750. The solicitation line item is as follows: Line
Item 0001: Base Year -- Quantity: (minimum) 100 each (maximum) 200
each; Gans & Pugh Remote Audio transmitter with adjustable gain
control. Line Item 0002: Option Year 1 -- Quantity: (minimum) 5 each
(maximum) 400 each; Gans and Pugh Remote Audio transmitter with
adjustable gain control. Line Item 0003: Option Year 2 -- Quantity:
(minimum) 5 each (maximum) 400 each; Gans and Pugh Remote Audio
transmitter with adjustable gain control. The contractor must provide
technology enhancements for the entire length of the contract,
including any option periods that are exercised and provide standard
commercial warranty. Delivery is F.O.B. Destination, Lorton, VA 22079.
Delivery shall be accomplished between the hours of 8:00 a.m. and 4:00
p.m. local time exclusive of Saturdays, Sundays, and Federal holidays.
Supplies will be ordered via a delivery order with the first order
requiring delivery of a minimum of 100 units, 75 days after contract
award. Acceptance shall be made at destination, Attn: Stu Hochfelder or
Paul Kusen/STTA. The provision at 52.212-1, "Instructions to Offerors
-- Commercial items" is applicable to this acquisition. The provision
at 52.212-2, "Evaluation -- Commercial items" is applicable. The
requirement will be awarded to the quoter submitting the lowest price.
Quoters shall include a completed copy of the provision at FAR
52.212-3, Offeror Representations and Certifications- Commercial Items,
with its written quotation. The provision at FAR 52.212.4, "Contract
Terms and Conditions -- Commercial Items is applicable to this
acquisition. The provision at FAR 52-212-5, "Contract Terms and
Conditions Required to Implement Statutes or Executive
Orders-Commercial Items" (tailored) apply to this acquisition: (a)(1),
(a)(2), and (b)(21)(ii). Offerors are to fax his/her quotes along with
the Representations and Certifications in FAR 52.212-3 to (202)
307-4877 by close of business, May 12, 1999 to the attention of LaNorma
