59 -- FILAMENT VOLTAGE CONTROLLERS SOL CS-7181 POC Contracting Officer: Ms. Cynthia Sugg; Phone: 252-752-7181 The USIA International Broadcasting Bureau, Greenville, NC, and Delano, CA Transmitting Stations intend to purchase from Continental Electronics Corporation (CEC) of Dallas, Texas on a sole source basis, pursuant to FAR 6.302-1, a total of five Filament Voltage Controllers for installation in high-power radio transmitters. This equipment will consist of PLC-controlled SCR-regulators with specialized control software and must be packaged and filtered to permit proper operation in the intense electromagnetic field environment found in high frequency radio transmitters operating at power levels up 500,000 watts. An evaluation of proper performance under such conditions must be made by the contractor with his own equipment. Failure of the subject controller could directly impact the IBB international broadcast mission and damage vacuum tubes costing as much as $50,000 each. Authority for other than full and open competition is 10 U.S.C. 2304(c)(1). Only one responsible source is presently known.
