for Quotation (RFQ) for: The suite to be purchased must meet the
following requirements and specifications. (1) Must run on a Silicon
Graphics Octane workstation under IRIX 6.5 or later. (2) Must contain
an graphical user interface, molecular model builder, and visualization
module, with integraed access to other modules in the suite. (3) Must
contain a solid-state (i.e. periodic) pseudopotential plane-wave
quantum-mechanical code that enables computation of the following: a.
electronic and crystallographic structure of solids b. electronic
sturcture of dopants and defects c. electronic and crystallographic
properties of interfaces and surfaces d. total engergies, forces and
stresses e. frequency-dependent dielectric functions and optical
properties (4) Item 3 above must contain pseudopotentials for at least
the following elements: Ga, As, In, Ge, Si, H and Sb. (5) A solid
modeling and characterization module providing the following: a. a
solid model builder capable ofcreating metal, glass and crystal model
b. an energy minimization and molecular dynamics module (6) An analysis
module capable of creating graphical displays of results computed in
the above modules (7) Access to researchers performing state-of-the-art
work in the above fields. This procurement is being conducted under the
Simplified Acquisition Procedures (SAP). NASA/GRC intends to purchase
the items from Molecular Simulations,Inc. 1804 N. Naperville Blvd.
Suite 424, Naperville, IL 60563-0000. THE AUTHORITY FOR OTHER THAN FULL
AND OPEN COMPETITION IS 10 U.S.C. 23049(c)(1). The software to be
acquired will provide unique capabilities. The software must run
without modification on a Silicon Graphics Octane workstation, under
the IRIX operating system and must be compatible with software
currently being used by GRC researchers working with Essential
Research, Inc. The Government intends to acquire a commercial item
using FAR Part 12. Interested firms have 15 days from the publication
of this synopsis to submitin writing to the identified point of
contact, their qualifications/capabilities. Such qualifications/
capabilities will be used solely for the purpose of determining whether
or not to conduct this procurement on a competitive basis. Responses
received after the 15 days or without the required information will be
considered nonresponsive to the synopsis and will not be considered.
A determination by the Government to not compete this proposed effort
on a full and open competitive basis, based upon responses to this
notice is solely within the discretion of the Government. Oral
communications are acceptable in response to this notice. All
responsible sources may submit an offer which shall be considered by
