FAR Part 12, "Acquisition of Commercial Items", sources are sought to
provide services, and operate a Training Device Design and Engineering
Center (TDDEC) at Vandenberg AFB Calif (VAFB) The contractor shall
provide all personnel, equipment, tools, materials, labor,
transportation, supplies, supervision, and any other items and services
necessary to perform design, engineering and fabrication services to
construct fully functional prototypical full scale and miniature scale
interactive and static training devices, models, mockups and other
items in accordance with the terms and conditions of the commercial
marketplace. This facility is dedicated to providing prototypical,
realistic, economical, desktop and operational task training devices
for customers within the space and missile community. This facility
supports all units of Air Force Space Command (AFSPC) worldwide as well
as Air Education and Training Command (AETC) at Vandenberg AFB (VAFB)
in meeting the training needs ofall space and missile operations
crewmembers and maintainers. Services will include precision machining,
sheet metal, industrial engraving, plastic/fiberglass component
painting,welding, wood produces, model making, mold making, casting,
circuit board manufacturing, custom software programming, and 3D
computer assisted drafting. This notification for solicitation of
proposals is being re-issued IAW the OMB Circular A-76 and the Federal
Acquisition Requlation, FAR 7.3 (Contractor versus Government
Performance). This solicitation will not result in a contract if, after
cost comparison, the government perfromance is determined to be more
advantageous. The contract will be awarded for one base period, 1 April
2000 through 30 Sep 2000, with five (5) one (1) year option periods.
This solicitation is issued unrestricted under SIC Code 3699, size
standard of 1000 employees.This notice is to advise of a revised draft
RFP package to be issued IAW FAR Part 12/ "Acquisition of Commercial
Items", via the internet in early June 1999. Potential offerors may
choose to participate in brief one-on-one discussions with the air
force in mid June 1999 to discuss the draft RFP. Details will be
provided in the draft RFP and specific dates and times will be arranged
with each requesting firm. Potential offerors may also submit written
questions and suggestions which will be evaluated for incorpoiration
into the final RFP, but which may not be answered separately; the final
RFP is planned for release late July 1999. for all responses, potential
