Army Historical Summary (DAHSUM) is an unclassified historical fiscal
year narrative summary of the activities of Headquarters, Department of
the Army (HQDA). Since 1969, the Center has produced the DAHSUM as an
annual publication that is written in a clear, crisp style, attractive
to the general public . The summary addresses all significant issues,
events and programs of HQDA for a given year. Specifically, the DAHSUM
provides an introductory overview and a 1concise record to include, but
not necessarily limited to, the following subject matters: Major HQDA
projects, programs and mission, Army activities and National military
strategy, Organizational, Management and Budget (OMB), Personnel
(Enlisted and Officer personnel, civilian workforce), Force
development, training and operational forces, Reserve Forces,
Logistics, Support Services, Environmental Protection. The DAHSUM also
includes an assessment of the Army's principal achievements and
problems during a specified fiscal year, and analyzes the posture of
HQDA at the end of that fiscal year. The final narrative manuscript of
the Fiscal Year (FY) 1996 Department of the Army Historical Summary
(DAHSUM) is required. Task 1 will require the development and approval
of the Manuscript Research Strategic Plan and Schedule, which details
the contractor's research plans, including allocation of time, and the
Subject Matter Chapter Outline, which provides a comprehensive and
detailed breakdown of each chapter and section of the manuscript. Task
2 will require the contractor, using primary documentation provided by
CMH, to write, compile, edit and deliver draft chapter narratives of
the Final Revised Draft FY 96 DAHSUM in compliance with the approved
documentation and schedules delivered in Task 1. The contractor shall
conduct research to obtain additional information not provided by CMH.
Task 3 will require the contractor to coordinate the staffing of the
final revised manuscript with all required HQDA components, in
accordance with Army regulations. The contractor shall incorporate all
CMH-approved revisions, additions and deletions, and prepare the final
manuscript for publication. Task 1: Development of a "Manuscript
Research Strategic Plan and Schedule" and "Subject Matter Chapter
Outline: Within ten (10) days of contract award the contractor shall
meet with CMH personnel at the U.S. Army Center of Military History 103
Third Avenue, Fort Lesley J. McNair, DC 20319-5058, to discuss the work
that is required under the terms of the contract. The contractor shall
develop, in coordination and approval of the contracting officer's
representative (COR) and the CMH project manager, a definitive
Manuscript Research Strategic Plan and Schedule based on contract
requirements. This document will be based on the initial proposal
submitted by the contractor for competition of this contract, but shall
incorporate more detailed information including, but not limited to,
the contractor's plan of action, allocation of time, milestone charts,
staffing and coordination requirements and timelines, and publication
requirements, etc. This document will provide CMH and the Contractor
with a viable work plan and schedule that will be used to track the
progress of contract execution. Additional schedules and milestones
contain within The Manuscript Research Strategic Plan and Schedule
shall conform within the following parameters: "The first chapter shall
be submitted no later than four (4) weeks after notice to proceed. The
last two chapters (that is, the introductory chapter and the
concluding chapter, which are to be written last) shall be submitted to
the COR no later than 24 weeks after notice to proceed. The contracting
officer shall return these last two chapters to the contractor within
four (4) weeks. The contractor shall resubmit the entire draft, with
corrections, to the COR no later than 36 weeks after notice to
proceed." The contractor shall work with the COR in developing a viable
44-week deliverable schedule based on the following preliminary
deliverable schedule for this contract: Deliverable Timeframe Draft

The contractor shall prepare a Subject Matter Chapter Outline that will
be used as the preliminary framework for the manuscript and provide a
subject breakout of each chapter and section subheading. The
contractor, working with input received from CMH and HQDA personnel,
shall submit a final outline for approval by the CMH project manager.
Upon approval, the contractor shall use this outline for developing the
FY 96 Department of the Army Summary manuscript The contractor shall
address all significant subject matters relating to this topic,
including at a minimum the following necessary chapters and sections:
Summary of all major projects, programs and missions of Headquarters,
Department of the Army (HQDA); One introductory chapter including
highlights of the Army's activities and the national military strategy;
One or two chapters (depending on fullness of HQDA submissions) on
Organization, Management and Budget that include sections on
organizational changes, management and information systems, economies
and efficiencies, and the budget; One chapter on personnel that
includes sections on enlisted personnel, officer personnel, civilian
work force, and special topics; One or two chapters (depending on
fullness of HQDA submissions) on force development, training and
operational forces that include sections on a blueprint for the future,
force development, training, deployed operational forces, military
intelligence, and nuclear, biological and chemical topics; One chapter
on reserve forces that includes sections on force structure, strength
and personnel management, training and readiness, mobilization,
reserve component support to civil authorities, and equipment and
maintenance; One chapter on logistics that includes sections on
management and planning, maintenance, sustainment, security assistance,
and research, development and acquisition; One chapter on support
services that includes sections on morale, welfare and recreation, food
services, health and medical, Army chaplaincy, Army pay, Army housing,
Army safety program, Army Career and Alumni Program, Army and Air
Force Exchange Services, command information, Army tuition assistance
program, Army postal operations, Total Army Quality, Army sports
program, construction, facilities and real property, and the DoD Legacy
Program; One chapter on special functions that includes sections on
environmental protection, small and disadvantaged business utilization,
legal affairs, Inspector General activities, and the Army and arms
control; One concluding chapter assessing the Army's principal
achievements and problems in fiscal year 1996 and analyzing the posture
of HQDA at the end of fiscal year 1996. TECHNICAL EVALUATION CRITERIA
The first section of the technical evaluation shall be based upon
assessment of a detailed proposal on the DAHSUM that must be submitted
by all applicants. This proposal shall describe the bidder's research
plans and priorities, and shall provide a conceptual outline of the
manuscript along with a basic bibliography of source materials. Any
applicant who fails to submit a detailed technical proposal shall be
removed from further consideration. The following five factors shall
constitute the remaining half of the evaluation in ranking potential
contractors for the U.S. Army Center of Military History FY 1996
DAHSUM. (Each bidder must submit a complete curriculum vita in order to
receive consideration in this rating area. If more than one vita is
submitted, the bidder must identify the type and amount of work that
shall be performed by each individual): (a) Subject Matter Specialty
(20 points)- is to be based on field of study and expertise in the
DAHSUM as it relates to the major programs, projects and events of the
Headquarters, Department of the Army. To qualify, knowledge of the
Headquarters, Department of the Army, and particularly of its
operations are mandatory. Knowledge of how the Army operates is
helpful; (b) Professional Experience in History (25 points)- is to be
based on number of years and type of experience in teaching, public
employment, and research. This experience shall include demonstrated
skills and abilities in research and writing that shall be judged on
the basis of research experience and publications; (c) Writing Skills
(25 points)- is to be based on demonstrated skills shown by the number
and quality of historical publications completed, including articles,
reviews, books, edited collections, special studies, and staff
projects. Bidders shall include a writing sample; (d) Availability to
Accept Contract (20 points)- is to be based on current employment,
projected workload and obligations, and the time to be devoted to
perform this contract; (e) Educational Background (10 points)- is to be
based on education and degree in history or closely related field (to
be determined on an individual basis, but political sciuence, public
administration, and legal backgrounds shall be carefully considered),
with a doctoral degree preferred. The five criteria outlined above
shall have the following point values assigned in the technical
evaluation: Availability of deliverables specifications. It is
