Frances B. Davidson, frances.b.davidson1@jsc.nasa.gov. NASA/JSC plans
to issue a Request for Offer (RFO) for Preliminary Engineering Report
for the project "Construct Biomedical Research Institute". Engineering
services are required to prepare a preliminary engineering report for
the construction of a new building or buildings to house Biomedical
Laboratory Facilities, Astronaut Fitness and Rehabilitation Facilities,
and a Biomedical Education Center. The work includes sight
investigation of the proposed location of the facility, layout of the
building(s), laboratories, offices and other functions within the
building(s) to provide an efficient, functional, and energy efficient
complex. Soil borings are required to determine foundation
requirements. The detailed report shall provide layout of the
facilities, and overall budgetary cost estimates, and preliminary
schedules for design and construction. The cost estimate for the
construction of the proposed project is more than $10M. The proposed
period of performance for the PER is 133 days with an estimated start
date of August 1999. The type of construction for the above
architectural-engineering support will be firm-fixed price. Optional
services for design and for engineering support during the construction
phase of the project are planned for inclusion in the contract.
Standard Forms 254 and 255 are due 30 days after this notice is
published. See Notes 1 and 24. Provisions of Note 24 apply to this
notice for negotiations, the fourth additional consideration listed is
changed to read: (4) past experience, if any, of the firm with respect
to performance on contracts with NASA, other Government agencies, and
private industry; and (b) in the last sentence, National Aeronautics
and Space Administration is substituted for Department of Defense. The
Government does not intend to acquire a commercial item using FAR Part
12. See Note 26. This procurement is a total small business set-aside.
See Note 1. The SIC Code and Size Standard are 8711 and $2.5 Million
average receipts for the past three years respectively. The DPAS Rating
for this procurement is DO-C2. The provisions and clauses in the RFO
and model contract are those in effect through FAC 97-11. All qualified
responsible sources may submit an offer which shall be considered by
the agency. An ombudsman has been appointed -- See Internet Note "B".
The solicitation and any documents related to this procurement will be
available over the Internet. These documents will be in Microsoft
Office Suite (Word 6.0, Excel 5.0, PowerPoint 4.0) format and will
reside on a World Wide Web (WWW) server, which may be accessed using a
