Request for Quotation (RFQ) for support for four (4) months to the
Earth Science Vision Team. This procurement is being conducted under
the Simplified Acquisition Procedures (SAP). NASA/GSFC intends to
acquire the support from Orlando & Associates, Inc. (OAI) of West
Melbourne, FL. This task is in support of the Earth Science Vision Team
efforts to develop a direction of Earth Science capability,
applications and technology. This team will qualify the future needs of
the Earth Science community, architect a system to meet these future
needs in a cost effective manner, and an implementation plan to achieve
this system. While NASA has a major involvement in understanding the
Earth's environment, many agencies and organizations have active
programs to characterize Earth's systems, and to develop applications
to deliver information to the broad user community. Therefore, to
assist in NASA's successful development of this Earth Science Vision,
the contractor must have a broad base knowledge of aerospace remote
sensing, communications, processing and information dissemination
systems; a working knowledge of advanced technology and technology
trends in these fields; a working knowledge of the current state of
technology and the technology development plans for NASA and DoD; and,
advanced technology points of contact within the major aerospace
corporations. In order to insure objectivity in the system architecture
definition, the contractor must be independent and not directly
affiliated with any of the major aerospace corporations. Orlando &
Associates, Inc. (OAI) possesses these unique qualifications. OAI has
over 30 years of direct DoD and NASA experience in the requirements
definition, design and development, and technical oversight of major
aerospace remote sensing, communications, processing and information
dissemination systems. For the last 15 years OAI has served as Advanced
Technology consultants for key R&D offices within the DoD. In this
role, OAI has led in the architecture definition and development of key
technologies. This includes operating as an independent, leading
technology developments for Remote Sensing systems (which is a direct
tie to the effort NASA is undertaking). During the last 7 years OAI has
provided the systems engineer lead on several joint NASA/DoD technology
development programs. Here OAI served as a bridge between NASA and the
DoD. They provided unique technical expertise in electrical/electronic
systems (processing, data storage, communications, instrument front
end). In particular, OAI led the development of the Fiber Optic Data
Bus (a joint DoD/NASA effort). It was the presentation of this effort
that prompted the initiation of the latest Earth Science Vision Team.
Through these roles OAI has developed a trusted, working relationship
with key members of the advanced technology departments within all of
the major aerospace corporations (TRW, Boeing, Lockheed Martin, OSC,
Hughes, and others) and a majority of the aerospace subsystem
suppliers. In this new activity, OAI will use the unique knowledge
gained from these joint efforts, to assist in mapping a strategy for
future NASA Earth Science directions. It is key for NASA to incorporate
the needs of the DoD, industry and academia into the vision if it is to
be widely accepted. OAI has the ability to provide the necessary input,
develop the technology roadmaps, and support the formulation of the
program/implementation plan for NASA. They posses a broad ranging trust
(to reach into other government organizations and into multiple
commercial organizations to develop the plan), coupled with a technical
ability that does not exist elsewhere. This unique experience, the
working knowledge of both NASA and DoD's advanced technology efforts,
the trusted working relationships within the aerospace industrial
community and the independent objectivity makes OAI uniquely qualified
to fulfill the requirements of this task. The Government does not
intend to acquire a commercial item using FAR Part 12. See Note 26. Any

days from the publication of this synopsis to submit in writing to the
identified point of contact, their qualifications/capabilities with
respect to being able to provide the support needed. Such
qualifications/capabilities will be used solely for the purpose of
determining whether or not to conduct this procurement on a competitive
basis. Responses received after the 15 days or without the required
information will be considered nonresponsive to the synopsis and will
not be considered. A determination by the Government to not compete
this proposed effort on a full and open competitive basis, based upon
responses to this notice is solely within the discretion of the
Government. Oral communications ARE NOT acceptable in response to this
notice. All responsible sources may submit an offer which shall be
