Postal Service intends to award an indefinite quantity contract for
certified industrial hygienist services for the asbestos and lead
abatement program for projects located in San Francisco District,
extends from Sunnyvale, CA to the Oregon border. The contract will be
for two years with individual work orders being issued. Each work order
will be negotiated as an individual project. Work orders for any one
project cannot exceed $100,000. The contract cannot exceed $500,000 for
each 12-month contract period. The contract may be renewed for three
one-year periods providing the total contract amount does not exceed
$2,500,000. The work will consist primarily of field
investigation/survey reports and testing; design to include scope of
work, preparation of contract documents, and construction cost
estimates; surveillance to include monitoring construction, taking air
samples, preparation of final report and management plan to monitor
ACBM left in place. Firms that have the qualifications to perform the
services are invited to submit a complete and current SF-254
"Architect-Engineer & Related Services Questionnaire," a complete and
current SF-255 "Architect-Engineer & Related Services Questionnaire for
Specific Project," and a complete and current SF-254 for each
consultant. The selection process will be conducted using the
information contained in the submitted SF-254's and SF-255's.
Interested firms with more than one office must indicate on their
SF-255 the staffing composition of the office in which the work will be
performed. The primary factors for consideration are: 1) Personnel must
demonstrate current Division of Occupational Safety & Health (DOSH)
certification or applicable certification per state regulations. 2)
Demonstrate capability for AHERA and NIOSH 582-certified project
manager/asbestos consultant and industrial hygienist/site surveillance
technician. 3) Possess EPA certification for lead-based paint
inspection and management. 4) Local firms (within 25 miles of San
Francisco District) licensed by the state of California. Firms will be
considered local only if their sole office is in the local
geographical area or they have a local branch office and all the
architectural design, coordination and project management will be
performed in that office. 5) Minimum of 5 years experience in asbestos,
lead and hazardous materials program. 6) Firm must have a medical
surveillance program, general health and safety plan, respirator plan.
7) Firm must have a Certified Industrial Hygienist, registered by the
American Industrial Hygiene Association (AIHA), on staff. 8)
Demonstrate availability of local analytical laboratory facilities and
analyst accredited by AIHA and NVLAP. Lab must participate in NIOSH
Proficiency Analytical Testing Program. 9) Favorable client references.
10) Experience in geographical area. 11) Minimum of $200,000 in
liability insurance. Other factors of consideration are: 1) Current
workload. 2) Firm capacity. 3) Company organization -- illustrate
company organization graphically. The contract contains a requirement
for firms to provide evidence of current errors and omissions coverage
for at least $200,000 per claim. It is prohibited to pay any fee,
commission, percentage, or brokerage fee to any person or firm
contingent upon or resulting from award of a contract for these
services will be made. Submittals will not be retained or returned. You
