Charleston intends to issue a Request for Proposal (RFP) for the
operation of the Navy Array Technical Support Center (NATSC) to provide
field engineering, technical and logistic support for U.S. Navy and FMS
Towed Array systems and ancillary equipment. These support services are
required in the areas of: depot maintenance and repair; test and
evaluation support; configuration management; integrated logistics
support; supply; maintenance; technical documentation and data
management; reliability, maintainability, and availability; training;
technical support; and test bed facilities. This effort requires the
offeror to have special capabilities in program management,
configuration management, quality management, operations management,
dockside and at-sea certification testing, and logistics and supply
support of depot and fielded systems, specifically for Towed Array
Systems. The contractor shall provide and maintain approximately 40,000
square feet of facility space in the vicinity of Norfolk, VA, for
integration and system test of towed arrays, tow cables, array modules,
and miscellaneous support equipment. In addition, the contractor shall
provide and maintain approximately 10,000 square feet of facility
space within five miles of NATSC Little Creek, VA, for SPALT 9080
repair operations. The contractor will be required to maintain a SECRET
security clearance during performance of this contract. The contract
will be a Cost Plus Fixed Fee, Level of Effort type contract for a base
year, with four one-year options. This procurement will be conducted
under full and open competition on an unrestricted basis. The
applicable SIC Code is 8711 with a size standard of $20M. All
responsible sources may submit a proposal which shall be considered by
the agency in response to this solicitation. The Government intends to
issue a draft RFP which will be posted on SPAWAR'S Business
Opportunities Home Page under the SPAWAR Systems Center Charleston

on or about 30 April 1999. All comments concerning the draft RFP are to
be provided in writing to the attention of Donna Murphy, Code 1113DM,

visit/pre-solicitation conference is planned for on or about 20 May
1999 in Norfolk, VA. It is anticipated that the formal solicitation
