Roberts, Contract Specialist (410) 786-2464; The Health Care Financing
Administration (HCFA) is seeking to identify sources of services to
provide segmentation and cluster profiling for beneficiary populations
for all activities associated with the Medicare, Medicaid, Children's
Health Insurance Program, and Health Insurance Portability and
Accountability Act (approximately 70 million people). HCFA is seeking
business contractor(s) that have demonstrated extensive Geographic
Information System experience in providing a full-range of activities
associated with developing, producing, delivering, and mapping program
and health-related materials for national health campaigns and
initiatives. These activities include: (1) Developing a methodology to
target HCFA populations based on characteristics such as attitudes,
demographics, geographic region, or patterns of behavior. (2) Defining
subgroups of a target population leading to segmentation of precisely
defined target HCFA populations based on physical, behavioral,
demographic, cultural, and psychographic characteristics to develop
messages and materials that will assist HCFA in its outreach, health
promotions, educational campaigns and in identifying the best channels
for reaching these beneficiaries. (3) Linking the HCFA beneficiary
databases to these lifestyle and behavioral profiles to create a
picture of our HCFA populations. (4) Accessing or developing the
following databases: a) Health care utilization patterns; b) Health
status; c) Census Tiger files and data by zip code, census tracts and
block group level for demographic variables such as income, education,
ethnicity, and age group among others. (5) Geomapping these lifestyle,
behavioral characteristics and demographic variables with HCFA
beneficiary data to produce maps which can be used to pinpoint various
HCFA target populations. (6) Installing the mapping system software on
existing HCFA technology to enable HCFA staff to create their own maps
on site. Interested businesses shall submit a written capability
statement no later than 2:00 PM EST on May 10, 1999. The statement is
limited to twenty (20) pages and shall be substantiated by complete and
detailed technical literature. At a minimum the following shall be
addressed: (1) demonstrated experience with same or similar activities
of the magnitude cited above and providing specific nationwide
examples of large campaigns developed utilizing the above mentioned
geomapping and database development techniques; (2) cite specifics of
large database manipulation in development of lifestyle segmentation,
behavioral characteristics and demographic variables; (3) provide a
minimum of five (5) examples of geomapping projects your firm developed
and produced. (4) identify the location of the facility that would be
performing the work as well as describing the ability of your firm to
offer technical support. Firms must specify a name and telephone number
of a point of contact. The applicable SIC code is 8732 with a size
standard of $5 million. Please annotate your business size under SIC

potential responsible business sources only and does not constitute a
